Gender Equality Adviser (GEA)

The Vietnam-Canada Program Support Unit (VC-PSU) is a Canadian International Development Agency (CIDA) bilateral project.  Its purpose is to provide support to CIDA’s development assistance program in Vietnam in order to maximize the development results and impact of the program. The PSU provides specific support in the areas of program analysis, planning and delivery, as well as administrative and logistical support to CIDA.
The VC-PSU requires the services of a Gender Equality Adviser (GEA) to provide technical advice and support to CIDA’s program. S/he will ensure a better understanding of gender issues relative to CIDA priorities in Vietnam and how these should be addressed, assist in the integration of gender equality in project planning, implementation, monitoring and reporting, and enhance the technical and institutional capacity of CIDA.

This is a part-time position with a contract of up to 100 working days to March 31, 2010 with a possibility for extension.

Responsibilities
- preparation of a Country Gender Analysis of Vietnam as an input to and component of the Vietnam Country Development Program Framework (CDPF);
- working with CIDA to assess the key results achieved in gender equality from CIDA programming;
- supporting the development of a Vietnam Operational GE Strategy;
- providing technical analysis and advice to support the development of the CDPF; and
- providing gender expertise in the planning of a Banking Sector project.

Requirements
Candidates should possess the following qualifications and competencies:
- An advanced degree in Gender and Development, Economics or related fields, including advanced gender equality training;
- 5 -10 years of relevant working experience in the formulation and implementation of gender-specific policies, programs and projects, research, analysis, policy advocacy and  monitoring and evaluation;
- Excellent understanding of socio-economic and gender-related issues in Vietnam;
- Demonstrated experience in conducting gender analyses and gender mainstreaming in policy development and planning;
- Excellent analytical skills, as demonstrated through a track record of qualitative and quantitative research;
- Strong interpersonal skills, and demonstrated capacity to network and work with a wide range of stakeholders including government organizations, (I)NGOs, research institutions and international organizations;
- Ability to work in a cross-cultural environment; and
- Excellent communication and writing skills (in both English and Vietnamese);
