Assistant to the Head of Delegation

1.   Background
The French Red Cross (FRC) aims to prevent and alleviate human suffering and to improve the situation of the most vulnerable people, without discrimination of nationality, race, religious beliefs, class or political opinion.
The French Red Cross carries out activities - mainly the fields of health and social care, disaster preparedness and relief - in France and worldwide, within the International Movement of the Red Cross and Red Crescent societies.
Since 1990, the French Red Cross has been working together with the Vietnam Red Cross (VNRC) to implement humanitarian (response to typhoons/floods) and development (road safety, water and sanitation) projects in Vietnam.
2.   Job description
2.1. Duration:            One (1) year contract with possibility of extension
2.2. Location:            Hanoi with frequent field visits to the project sites
2.3. Duties and responsibilities
- Under the supervision of the Head of Delegation, the Assistant to the Head of Delegation is responsible for ensuring the appropriate:
         ? running of the Delegation’s projects,
         ? representation of the FRC in Vietnam, in accordance with its country-strategy and its
              principles.
         ? administrative, financial and budgetary, human resources and logistics management
              within the Delegation,
       His/Her specific duties and responsibilities shall include:
    •    To assist the HoD and the Heads of Projects in preparing/developing, implementing and following up the projects of the delegation,
    •    To liaise and arrange meetings with the VNRC and the local authorities, upon request from the FRC or the VNRC or the local authorities, carrying out translation for the HoD when needed
    •    To supervise the work of the FRC staff in charge of administrative, financial and logistics matters, bringing them support when needed,
    •    To supervise regularly the financial and budget management within the delegation,
    •    To carry out or supervise the delegation accountancy,
    •    At the end of each month, to prepare the monthly accounting documents of the delegation and the monthly forecast of expenditures and send them to the FRC HQ (Paris)
    •    To manage the delegation’s human resources (contracts, attendance, leaves and absence, payrolls and taxes, etc) in coordination with the HoD, ensuring that the FRC staff management procedures and regulations are followed,
    •    To manage the administrative procedures regarding the FRC international staff and visitors,
    •    To ensure, in coordination with the Logistician, that the proper purchasing procedures are followed in the Delegation

    •    To prepare, follow up and file properly all the documents (MoU, budget, planning) for new
         projects with the VNRC, partners or other authorities.
    •    To prepare, follow up and file properly all the documents related to the contracts of the
         Delegation (office, houses, warehouse and vehicle, etc.).
    •    To assist the HoD in preparing financial and activity reports (donors, PACCOM, local
         authorities, FRC headquarters, ...)
    2.4. Requirements
Vietnamese citizen
Educational background:
- University Degree, preferably in Economics, Financial Management or Public Administration
Working experience:
- At least 3 years experience, including 1 year in an international environment
- Experience in project management
- Experience in book-keeping
- Experience in staff management
- Experience in purchasing and other logistics procedures
- Experience in office management
Knowledge:
- Excellent command of written and spoken Vietnamese
- Good command of written and spoken English and/or French
- Good computer skills: Word, Excel, email,
- Good command of an accounting software
- Knowledge of the Red Cross movement is an asset
Personal skills and abilities
- Good interpersonal, communication and negotiation skills
- Good analytical and reporting skills
- Rigorousness, thoroughness and working accurately
- Very good organisational skills
- Leadership and ability to supervise people
- Ability to work in team as well as independently
- Ability to take initiatives
- Being flexible and able to work in difficult situations, for long times and in remote areas
