Program Manager; Program Assistant

Organizational and Program Overview:
The East Meets West Foundation (EMW) is “the foundation for learning, healing and health".  Founded in 1988, EMW has a 21-year track record of innovative and effective work in Vietnam and a vast portfolio of completed projects. EMW projects and programs are known for their high quality, long-term sustainability, emphasis on results, and significant scale.

EMW is now seeking for a Program Manager to be based in Danang and a Program Assistant to manage an education program in Kon Tum. The Program Manage is expected to accomplish the following main duties:

Program Manager based in Danang

Main Duties/Responsibilities:

A. LEADERSHIP:
- Work under the supervision of Country Director to oversee the effective management of education program in Kon Tum to ensure they are appropriately resourced and implemented
- Be responsible for the strategic planning, progress reporting, program development and monitoring and evaluation
- Oversee and monitor baseline survey design and implementation, administer indicator monitoring processes in accordance with program design.

B. COORDINATION AND RELATIONSHIP
- Work closely with Country Director and other team leaders at EMW in designing and implementing the projects as well as promoting further collaboration in community development sectors to ensure that they have shared common focus, working together to obtain the designed goals of the program.
- Build and nurture effective working relationships with the local authorities and other related agencies at  province, district and community to facilitate the effective implementation of the program based on the benefit of the poor.
- Interact with various Donors, explain the Program objectives and expenditure to Donors and negotiate funding and plan of activities when requested.
- Build links with the wider target community as to be able to raise their awareness of ECCE and foster ownership and participation in the project effectiveness and community’s development.

C. MANAGEMENT, MONITORING AND EVALUATION:
- Responsible for Program budgeting and financial monitoring, ensure timely and good quality of all program expenditures and activities.
- Prepare the budgets based on the detailed work plan and monitor project budgets regularly (monthly, quarterly and annually)
- Conduct the regular monitoring of project activities to ensure objectives of the projects are being met.
- Be aware of and follow all the financial policies and procedures and liaise with the EMW Finance Department to ensure the integrity of financial documents, procedures and reports.
- Supervise a Program Assistant based in Kon Tum to manage the day-to-day operation of the program in Kon Tum. Conduct Performance Evaluation of Program assistant in coordination with the HRD to maintain job satisfaction and address staff development need.
- Prepare for the Mid term and Final Evaluation of the Program
- Be responsible for the Program to the Senior Management Board of East Meets West Foundation
- And other related work.

Desired qualifications
- University degree in education and/or community development studies with a minimum of 5 years relevant work experience in education, preferred in  Early Childhood Care and Education  and Community development.
- Have experience working for USAID funded projects. Additional Finance background is preferred.
- Ability to think strategically, conceptualize new ideas, digest and analyze complex information and present coherent work plan or implementation plan
- Excellent interpersonal skill to liaison with national and local high ranking officers
- Strong presentation and facilitation skills, including an ability to build relationships and capacity with national and local partners
- Possess professional attitude and diligence and able to work independently as well as work in a team
- Excellent English speaking and writing skills
- Willingness to often travel to the project site when required.

Program Assistant based in Kon Tum
Main Duties/Responsibilities:

A. COORDINATION AND RELATIONSHIP
Build and nurture effective working relationships with the local authorities and other related agencies working on education program in Kontum
Provide assistance to Program Manager and work closely with local partners to develop and implement different activities of the program in Kon tum to meet the program objectives.

B. MONITORING AND EVALUATION :
- Conduct regular monitoring of activities implemented in the project areas to ensure effective implementation of program.
- Prepare and facilitate together with local partners, consultants and program team to plan, design, conduct and report workshops, meetings and trainings conducted at project communities.
- Assist the Program Manager to monitor the program expenditure based on the program plan
- Assist and participate in preparing required reports
- Provide translation and interpretation when necessary
- Report directly to the Program Manager.

Desired qualifications
- University Degree in Education, Foreign Languages or Community Development. At least 2 years of relevant working experience.
- Demonstrate to work effectively in a team and as an proactive team member
- Excellent communication skills both in written and spoken English and Vietnamese. Excellent skills in MS applications.
- Excellent interpersonal skills and able to work under pressure and meet the deadlines.
- Based in Kontum during the project lifetime.  Applicants from Kontum province is prioritized.
