Program Coordinator- Eye Health

BRIEF TERMS OF REFERENCE
(Period: September 2009 to August 2010, renewable annually)
Helen Keller International (HKI) is an international non-governmental organization. Its mission is to save the sight and lives of the most vulnerable and disadvantaged by combating the causes and consequences of blindness and malnutrition. We do this by establishing programs based on evidence and research in eye health and nutrition.
In Vietnam, we are currently seeking a Program Coordinator to be responsible for the coordination of our Eye Health program. Our eye health program in Vietnam is currently focused on the blindness prevention. HKI VN works in partnership with the National Institute of Ophthalmology/Ministry of Health and provincial level eye hospitals/centres, International NGOs and local institutions to strengthen the national prevention of blindness program, provide technical assistance for eye care training and communication for outreach, implement comprehensive eye care, and provide monitoring and evaluation. HKI Vietnam also focuses on expanding our program portfolio in the areas of nutrition and other areas of eye health.

Job Summary:
This is primarily a coordinating position requiring the management of activities and finance of the eye health program in close collaboration with Finance & Administration team, local and national partners. The Program Coordinator will ensure the effective implementation of the eye health program of HKIVN and the achievement of its objectives.

KEY RESPONSIBILITIES
- Manage and supervise the implementation of the Eye Health Program of HKIVN in target provinces (Nam Dinh, Ha Tinh, Binh Dinh, Binh Thuan, Can Tho, and Kon Tum) in collaboration with local, national and international partners;
- Develop and strengthen partnerships with local partner and key stakeholders, maintaining relationships with relevant authorities;
- Develop and implement  new projects in targeted areas in Vietnam; Participate in project proposals, design and fund seeking activities to different donors for the Eye Health program of HKIVN;
- Develop and manage the relationships with other members of the ECPWG and donors in Vietnam;
- Participate to the elaboration of the management plan of the HKIVN Office;
- Provide local partners with basic and continuous training in project management such as conception, planning, execution, reporting, monitoring and evaluation;
- In collaboration with Finance & Administration Officer, prepare monthly, quarterly and annual reports and budget report;
- With the support from HKI and assistance of the admin team and local partners, develop and participate in partner training program that will increase capacity of local partners;
- Document the work in the field with examples of success stories and share with team and other international partners;
- Develop joint programming activities among INGOs in those provinces and those areas of work where it is appropriate;
- Work with the entire HKI VN team in helping local partners identify new relevant sources of funding either through local fundraising efforts or INGO sources;
- Participate in staff training program in the areas of project management, proposal writing, financial management and participatory evaluation and monitoring.

Duty Station:
Ha Noi, with approximately 50% of work time in the field.

Requirements:
- University degree in Medicine, Public Health (being an ophthalmologist and/or having further training certificates in ophthalmology will be an advantage);
- At least 5 year working experience in development sector, especially NGOs and community groups;
- Knowledge on the eye health situation in Vietnam, and previous working experiences in health is preferred;
- Previous project management skills, strong interpersonal communication skills, Monitoring & Evaluation experiences are highly desired;
- Having good understanding of and experience in working with government organizations;
- Understanding of and sensitivity to poverty-related development and gender issues
- Appropriate training experience and skills in building partnership with local/community partners;
- Good knowledge of spoken and written Vietnamese and English; ability to write concise updates and short reports;
- Ability to work in a team environment without direct formal hierarchy;
- Demonstrates flexibility, adaptability and initiative;
- Motivated team player who can manage his/her own project and provide support to team; 
- Proficiency in Microsoft applications such as Word, Excel, and PowerPoint.
