VIETNAM COOPERATIVE DEVELOPMENT PROJECT
TERMS OF REFERENCE for WASTEWATER MANAGEMENT CONSULTANT

SOCODEVI, the Société de coopération pour le développement international, is a network of cooperatives and mutuals that share technical expertise and know-how with partners in developing countries in order to create, protect and distribute wealth. SOCODEVI is a Canadian not-for-profit corporation for international development established in Vietnam since 2002.

The Vietnam Cooperative Development Project (VCED) is a Project managed by SOCODEVI and funded by the Department of Foreign Affairs, Trade and Development (DFATD) of Canada. Project duration is of 5 years ending in March 2020.

SUMMARY OF THE PROJECT:

VCED is a capacity building project for agricultural cooperatives in milk and fruit value chains. This project aims to improve the Vietnamese cooperative sector and contribute to gender-equitable economic growth and to the improvement of women and men farmers’ livelihood conditions. To achieve this, the VCED Project works at three different levels:

  • Establishment and strengthening of sustainable agriculture cooperative enterprises in strategic value chains within the Vietnamese economy to become models of reference for scaling up;
  • Improvement of productivity and quality of agriculture production in a sustainable manner at the farm (household W/M) level, with value added;
  • Support the Government and stakeholders of the cooperative sector in the establishment of an enabling environment for the cooperative development.

CONSULTANCY REQUIREMENTS

This consultancy assignment refers specifically to the design of a wastewater management system for 2 planned milk collection points of a VCED partner cooperative in Lam Dong province, in compliance with applicable Vietnamese legislation, such as QCVN07-2010-BXD.

ASSIGNMENTS:

Under the direct supervision of the Project Director and the Environment Officer, the Wastewater management consultant will be responsible for the following assignments:

  • Analyze characteristics of two planned milk collection points in Lam Dong Province, together with the VCED project’s and the organization’s projections, strategic planning and commitment to environmental management and how to respond to these. Other contextual aspects to analyse will include for example: soil type and permeability; site topography; available space; possible peak quantities of wastewater; presence of vegetation and state of the banks of the receiving body; proximity of water bodies, potable water supply and underground water (or other vulnerable elements such as neighbours or community activities in populated areas), and so on.
  • Provide a preliminary list of feasible scenarios/options for wastewater management system for each of the two planned milk collection points, in compliance with applicable requirements of Vietnam Standards for discharge of such effluents, which suits the above analyzed context.
  • Provide a comparative analysis of feasible solutions for wastewater management system for each of the two planned milk collection points, in compliance with applicable requirements of Vietnam Standards for discharge of such effluents, which suits the above analyzed context. Each scenario/option must be presented and compared according to details on:
    • Full description: design plan / drawing of the system, each section/element of the system (size, structure, function, etc.)
    • Operation mechanism to treat the wastewater
    • Technical feasibility analysis of the system in accordance with the analyzed context
    • Relevant costs including treatment equipment installations (if any) and operations / maintenance of the system
    • Availability of associated equipment / technology in current Vietnamese market and associated expertise
  • Recommendations for a preferred scenario/option must be given based on context and comparison criteria.
  • Provide a Manual for the correct operations, maintenance and management of the preferred scenario/option of wastewater treatment and management for the partner’s planned two milk collection points.

EXPECTED OUTPUTS

All the outputs must be submitted in both hard copy and soft copy versions, and written in both English and Vietnamese:

  • Work plan of the assignments including field surveys
  • Analysis report on overall context as described above
  • Preliminary list of feasible scenarios/options, to be validated by client
  • Comparative analysis report on feasible scenarios/options as described above
  • Manual for the correct operations, maintenance and management of the preferred scenario/option of wastewater treatment and management
  • Financial forms and other justification documents required by VCED / Socodevi

WORKING PLACE: VCED Socodevi office in Ho Chi Minh City; planned milk collection points are to be located in Lam Dong Province

DURATION OF ASSIGNMENT: start from April 2018, all reports submitted by mid May 2018

KNOWLEDGE AND SKILL REQUIREMENTS:

VCED is looking for a consultant or a team of consultants to have:

  • Rich knowledge on wastewater management in the dairy sector, with more than 5 years of direct experience
  • Experience in working with local agencies and farmer organizations
  • Adequate technical background on dairy production and its environmental considerations
  • Excellent understanding of applicable environmental regulations and requirements, particularly wastewater management in the dairy sector
