Asian Management and Development Institute (AMDI) is a Vietnamese independent research and consulting institute, founded in 2006, with the mission of providing science, technology and development research, consulting and training services. Through implementation of hundreds of research and consulting projects and conducting more than 400 training courses with budgets varying from some thousands USD to a million USD, AMDI has built up a strong project management capacity to minimize operational costs and maximize project efficiency.

1. Team leader

This position is needed for an anticipated five-year project on environmental health. The project aims to focus on ambient air pollution in relation to multiple health problems, including CVD, respiratory systems, and cancer.

Responsibilities include:

  • Primarily liaise with donor on technical matters.
  • Adjust programs and operations in response to technical demands.
  • Responsible for ensuring quality control and the overall responsiveness of technical assistance provided under the award.
  • Responsibilities are aimed at providing overall leadership management and ensuring an integrated vision among different components and actors, and a focus on achieving the goals and objectives defined in the award. 

Qualifications:

  • A Master’s degree in public health, communication, public policy, development or related fields from an accredited university required; Ph.D. degree is preferred.
  • At least 10 years of experience in leading and managing an organization or project that manages more than 10 staff or team members.
  • Experience working effectively and coordinating with multiple stakeholders including any level of government.
  • Fluency in English (writing and speaking) required.

2. M&E Specialist

The Monitoring and Evaluation Specialist is in charge of supporting AMDI’s on-going and anticipated projects and consultancy contracts. 

Responsibilities include:

  • Set up organizational M&E system, tools and guidelines;
  • Review and support the improvement of M&E and data management system of the anticipated five-year environmental health project. This may include: data collection templates, monitoring and reporting templates in coordination of standardized M&E practices;
  • Develop possible indicators and tools to measure the impacts of current programs;
  • Lead and coordinate the M&E activities: This may include evaluation design with both quantitative and qualitative methodology and development of data collection tools; tools testing; field visits in project provinces; data analysis; report writing and dissemination with stakeholders.
  • Other tasks as needed.

Qualifications

  • A Master’s Degree in a field related to public health, international development, economics, project management; PhD is preferred.
  • At least 10 years of progressive responsibility in M&E; experience working with NGOs.
  • Thorough familiarity with principles and current approaches to monitoring and evaluation of environmental health programs, of development projects, using both quantitative and qualitative methods;
  • Experience in facilitating the capacity building efforts of diverse colleagues, including those in local partner agencies;
  • Willingness and ability to travel to other provinces in Vietnam;
  • Fluency in English (writing and speaking) required.

3. MCH Expert (90 days)

Maternal and Child Health (MCH) expert capable of developing assessment outline, aggregating and analysing data, preparing reports and developing overall interventions. S/he will be responsible of the development of district maps and profile, provincial and districts plans and sub-plans, the advocacy with local authorities, the implementation of workshops, the reports of the component and the monitoring at district and commune level.

Qualifications

  • At least a master degree related to maternal and child care, primary health care, or health services management;
  • A minimum of 10 years of professional experience in the planning, organisation and management of maternal and child care in Viet Nam in different geographical settings;
  • A minimum of 5 years of professional experience in the planning, organisation and management of maternal and child care at the primary level;
  • Experience in the monitoring and evaluation of maternal and child care in Viet Nam in different geographical settings;
  • Experience in the development and implementation of improvement programmes in maternal and neonatal care for district and community levels in Vietnam;
  • Full fluency in English and Vietnamese, both written and spoken.

4. Team leader for vocational training project (3 person-months)

Responsibilities: Reporting to AMDI and managing the consultant team. Coordinating and reporting to Project Director of the PMU and working close coordination with PMU staff and M&E Specialist. To be responsible primarily for the achievement of the study’s objectives and the completion of all deliverables.

Qualifications

  • At least a mastr’s degree in education, social science or a related field;
  • At least 15 years of work experience, 4 year of which are in conducting final impact studies;
  • Experience in leading evaluation activities for ADB-funded project in Vietnam is desirable;
  • Demonstrated experience in conducting large-scale evaluation and data analysis projects especially on evaluation quality control. He or she should have experience in questionnaire design for a similar project;
  • With good leadership qualities and able to maintain good working relationship with the officials, stakeholders and consultants;
  • Training and teaching experience in evaluation design and data analysis is a plus;
  • Able to speak English and write concise reports in English.
