Urban Adaptation Financing Activity Sector Specialists

Chemonics seeks specialists for long- and short-term positions for the anticipated USAID-funded Urban Adaptation and Financing Activity. This project is expected to help increase the capacity of secondary cities in Asia, through targeted technical assistance and capacity strengthening, to develop technically sound and investment-worthy climate change adaptation project proposals and connect them to public and private sources of climate funding/finance.

Qualifications:

• Minimum seven years of technical experience in one or more of the following areas:
• Government (national or municipal) capacity building in policy, planning, and management for sustainable, climate resilient development
• Urban/municipal investment planning and project preparation
• Project finance, including international climate funds and other public and private sector sources and mechanisms
• Public financial management
• Climate modeling and vulnerability assessment
• Economic cost-benefit analysis
• Knowledge sharing and information management
• Event and meeting organization
• Communications and outreach
• Monitoring and evaluation
• University degree in relevant discipline required; advanced degree preferred
• Strong ability to interact effectively and collaboratively with a broad range of government counterparts and other key stakeholders
• Experience working for donor-funded development projects in Asia highly desired
• Fluency in spoken and written English required
