Training Services Provider

Lux-Development, the Executing Agency for Bilateral Co-operation financed by the Grand Duchy of Luxembourg, is supporting the IFAD Tam Nong Support Project (TNSP) in Tuyen Quang province by providing complementary technical assistance to Government line agencies, district authorities and the private sector. The TNSP seeks to sustainably improve livelihoods among ethnic minority and rural poor households in Tuyen Quang province within all 6 districts, 64 communes with 57,000 households.

The project have commenced in early June 2014 and planned to be ended by March 2017. The Lux-Development Support Team for the project VIE035 led by an International Project Implementation Advisor (IPIA/CTA) is looking for training services providers  specifically:

TRAINING FOR STAFFS OF TUYEN QUANG DEPARTMENT OF AGRICULTURE AND RURAL DEVELOPMENT ABOUT VALUE CHAIN DEVELOPMENT AND MARKET LINKAGE

Objectives

This activity aims at equipping basic knowledge about value chain and market linkage for staffs of Tuyen Quang Department of Agriculture and Rural Development (DARD): identify challenges, opportunities of some agricultural products based on value chain approach, then propose appropriate solutions to strengthening value chain in order to increase income for factors in value chains (mainly for farmers).

Job description

Lecturer team need to apply participatory teaching method using case study related to agricultural value chains in order to equip trainees with knowledge and practice skills of analysing and developing value chains.  

Conduct 2 training classes (03 days for each class):

• Class 1: 20-30 staffs of divisions of DARD (staffs with University grade and having numerous practical experience).
• Class 2: 20-30 staffs of Agriculture officess in districts of the province (staffs with University grade and having little practical experience).

Deliverables

• Trainers shall submit to Project VIE/035 following documents:
• Training program approved by the Project;
• Training materials (soft copy/Microsoft Word và PowerPoint);
• Scientific reports

Expertise requirements

In order to conduct the training successfully, the trainer team should include 2 people: 01 chief trainer and 01 training assistant.

Competencies for professional education and experience

1. Chief trainer – team leader:
•    Obtain Master or Doctor degree in economics/agricultural economics, development economics…
•    Experienced (over 10 years) in developing value chains in agriculture (planting, livestock production,…);
•    Experienced in designing value chains and market linkages;
•    Experienced in working with governmental offices, international organizations/ projects, private sector;
•    Experienced in training/ consulting;
•    Fluent in English skills (listening, speaking and writing).

2. Training assistant:
•    Obtain University, Bachelor degree in economics/agricultural economics, development economics…
•    5-year experienced in analysing/ develiping value chains in agriculture; 
•    Experienced in working with governmental offices, international organizations/ projects, private sector;
•    Experienced in training/ consulting;
•    Able to communicate in English.
