Health Information Systems for HIV Services 

Since  2016,  FHI  360  through  the  USAID  SHIFT  project  has  engaged  technology  partners  to modify the electronic health information system (eHIS) used in provincial hospitals to facilitate HIV case management, social health reimbursement for HIV services, and program reporting. To support eHIS-HIV expansion, USAID SHIFT seeks the services of an experienced IT consultant to review the functionality and performance of eHIS-HIV software in Dien Bien, Can Tho, and Hanoi provinces, conduct training for HIV treatment facility (HTF) and provincial level staff, and perform  support  work  for  the  E-claim  system.  Specifically,  the  consultant  shall  perform  the following tasks:

eHIS-HIV

• Review eHIS-HIV functionality and performance in three provinces: Dien Bien, Can Tho, and Hanoi, and submit a report 
• Develop training package 
• Provide technical support to HTFs

E-claim database

• Support Viettel in developing dashboards using SHI datasets for use by Vietnam Social Security  (VSS),  the  Vietnam  Administration  for  HIV/AIDS  Control  (VAAC),  and provincial, district, and commune-level health entities. 
• Work with Viettel to develop a linkage between SHI datasets and HIVInfo
• Perform other support tasks as needed for the E-claim database

Level of Effort and Period of Performance: The consultant shall work fulltime (40 hours per week) from January to September 2018. 

Qualifications 

• Master’s degree preferred in a relevant field (public health, information technology) 
• Self-starter, able to work well both independently and as a part of a team
• Demonstrated technical expertise in health information systems
• Working proficiency in English preferred
• Ability to travel
