PATH is seeking an innovative, collaborative Team Leader in Vietnam to lead the design, implementation, monitoring and evaluation of sustainable and scalable solutions for strengthening Health Information Systems. The Team Leader will manage the Health Information Systems (HIS) team and serve as a Technical Lead for related project activities. His/her job will be to work with the PATH Country Leader and Senior Management Team to develop the Digital Health strategy to support HIS-related components of projects at PATH Mekong.

PATH’s Mekong hub in Hanoi supports programs in Vietnam, Myanmar, Cambodia and Laos.

Responsibilities:

  • Provide technical advice and support to Program Director in collaborating with relevant departments at Ministry of Health (MOH) and National Health Programs for project design, implementation, and monitoring and evaluation
  • Serve as a PATH focal point person for Technical Working Group meetings at MOH and/or National Health Programs for Health Information Systems
  • Lead the development of implementation guidelines on transition process from paper-based to paperless system and supportive supervision tools to ensure data quality and data use in collaboration with PATH Mekong HIS team, and the project partners
  • Document lessons learned from HIS activities
  • Take lead for the development of e- training programs in collaboration with PATH Mekong HIS team and PATH HQ and project partners
  • Provide technical assistance to project partners in Vietnam in implementing the National Immunization Information System at selected provinces to ensure success of transitioning from paper to electronic records
  • Ensure the appropriate management of work plans and donor deliverables and identify issues, challenges and strategies for effective implementation of related work plan activities
  • Support Program Director in representing PATH at meetings/conferences/workshops
  • Close coordination with PATH’s global team working on Digital Health, and other countries, to ensure synergies and experience-sharing within PATH
  • Lead the development or adaptation of tools for monitoring and evaluation (M&E) plans, including everything from monitoring project level performance to results interpretation and reporting
  • Ensure the alignment of M&E activities with program goals and broader learning agendas
  • Contribute to the development and implementation of a strategy for synthesizing and disseminating key results, programmatic lessons learned, methodologies developed, and other research outputs of the program
  • Lead the monitoring and evaluation of the impact of National Immunization Information System
  • Contribute to the preparation donor reports
  • Manage HIS team at PATH Mekong, and provide guidance and support to HIS-related activities in the projects across the Mekong program (Vietnam, Myanmar, Laos and Cambodia)
  • Participate in the business development
  • Other tasks as required

Required skills and experience:

  • Minimum 3 years’ experience supervising other staff with in addition to at least 7 years demonstrated experience in health information systems.
  • Degree in information systems, related field or public health with experience in health information systems. Advanced degree preferred.
  • Demonstrated experience designing, implementing and/or supporting health information systems
  • Proven experience with monitoring & evaluation design, systems set up, indicator creation and reporting
  • Experience working effectively with government counterparts at both national and regional level
  • Demonstrated experience coordinating diverse stakeholders to successfully design and deliver an information systems project.
  • At least 2-3 years of demonstrated experience in systems analysis, enterprise architecture, and/or requirements development for national information systems a plus.
  • Experience in monitoring & evaluation aspects of programs, collecting monitoring data, analyzing and reporting data.
  • Good understanding of the Vietnamese eHealth or e-Governance landscape preferred.
  • Strong problem-solving, critical thinking and analytical skills
  • Able to participate in and contribute to a highly collaborative work environment consisting of both technical and subject matter experts
  • Strong communication skills, both written and spoken in English.
  • Demonstrated report writing and presentation skills.
  • Familiarity with M&E concepts and terminology, and proven experience conducting M&E activities
  • Proven interpersonal skills and ability to manage a small team
  • Strong conceptual and analytic skills & proven ability to manage data collection and management of datasets
  • Understanding of basic concepts in analyzing and interpreting qualitative and quantitative data
  • Willingness and ability to travel within Vietnam (with some potential international/regional travel) up to 30 percent per year
