Job Announcement: Study Coordinator in Hanoi - Global Alliance for Chronic Disease Project (GACD)

The Woolcock Institute is lung health research organization, based at Sydney University, Australia (http://www.woolcock.org.au/). The Institute has operated in Vietnam since 2009, we undertake large and important operational and epidemiological and clinical research projects in collaboration with the National Tuberculosis Program in 10 Provinces, including Hanoi and Ho Chi Minh City. The Woolcock also runs training in epidemiological and operational research methods for Vietnamese doctors and public health workers.

Currently the Woolcock directly employs 50 full-time staff in Hanoi, Ho Chi Minh City and Ca Mau. We are substantially expanding our organization, as we prepare for the implementation of a major new public health study in 2017. We are recruiting a highly motivated and experienced Study Coordinator to run this new study, which will be conducted in 4 Provinces. The study will develop interventions to improve management of chronic obstructive pulmonary disease and asthma, as well as reduce the impact of smoking, within the Vietnamese health system.

Location: Based in Hanoi, with regular travel to 4 Provinces.

Role: To lead the implementation of the Chronic Lung Disease Prevention Study, a randomized controlled public health intervention study in 4 Provinces of Vietnam. The role includes:

  • Taking a leading role in planning, executing, monitoring and controlling the study
  • Develop a network of stakeholders within the health sector, involved in chronic lung disease management and smoking cessation.
  • Building and managing a team of enthusiastic and capable research staff in 4 Provinces of Vietnam.
  • Working closely with international research experts to implement the study and develop policy recommendations.

Reports to: Country Director, Woolcock Institute of Medical Research, and, through this person to Dr Greg Fox, Principal Investigator for the study.

Main duties and responsibilities:

  • Develop and strengthen key relationships with government partners
  • Planning and executing the study
    • Developing and implementing pilot projects to test key components of the study
    • Assembling and training a team to oversee the study
    • Development and evaluation of study-related materials including the Standard Operating Procedures, study documentation and forms, and study marketing (promotion) materials
    • Overseeing preparation and submission of routine regulatory and ethical review submissions and reports
    • Obtaining and maintaining facilities, equipment and licences as required for implementing the study (including drug procurement)
    • Training field research teams and government health staff to implement the SOPs (including informed consent, safety and compliance issues)
    • Develop and update project logframe regularly
  • Co-ordination and monitoring of the public health intervention
    • Monitoring of the implementation of the study including subject recruitment and implementation of all study procedures
    • Data collection and management
    • Monitoring data quality
    • Collection and archiving of source documents
    • Managing monitoring visits and dealing with queries
    • Preparing reports for the Country Director and the Chief Investigators on progress of study implementation
  • Communication with the Country Director, WIMR management, and the Chief Investigators
    • Coordination of visits by Chief Investigators
    • Managing communication with key stakeholders in Australia
    • Prepare project progress reports to CIs, PIs, MoH and NLH, PACCOM and other partners when required
  • Financial accountability
    • Establish effective procurement control and asset management
    • Oversight of budget, audit and financial accounting
    • Ensure efficient expenditure of resources
    • Ensuring appropriate financial control processes are followed
  • Human resource management accountability
    • Recruit local staff to conduct the research
    • Supervise performance of all staff.
    • Foster a community of learning and teamwork, continuous quality improvement and continuous professional development for staff
  • Close-out of the study
    • Study closure
    • Communication with organisations involved
    • Assisting in preparation of the final study report
    • Oversee completion of financial reporting
  • Represent Woolcock Institute of Medical Research in participating Provinces
  • Working closely with the Country Director and Chief Investigators
  • Notifying Country Director and Chief Investigators about problems arising in the study
  • Foster a community of learning and teamwork, continuous quality improvement and continuous professional development for staff

  • Qualifications
    • Degree in public health or health-related degree

    • Experience in conducting projects relevant to health system strengthening
    • Strong skills in English and excellent communication skills
    • Ability to communicate fluently in Vietnamese
  • Desirable criteria
    • Postgraduate qualifications relevant to public health and/or management
    • Experience in conducting implementation science research
