Contract type and duration: full-time, three months
Expected starting date: 25 September 2014

Purpose of the activity:

Under the CS-CBDRR in the Mekong Delta jointly implemented by Vietnam Red Cross, Australian Red Cross and German Red Cross in 15 communes in An Giang and Kien Giang, in addition to non-structural components, small scale structural interventions, such as concrete road, bridge, anti-salinity gate and latrines, will enable the communities to reduce their vulnerabilities to disaster hazards and increase their resilience to climate risks. A construction engineer to perform regular technical monitoring is needed to ensure the relevance, feasibility, effectiveness and quality of the interventions for the communities.

Tasks

The position will be responsible for the following tasks:

1.Provide training to relevant individuals and community-based organizations on monitoring of small scale mitigation works
2.Perform monitoring to construction activities of small scale mitigation to ensure the quality of the works
3.Check construction quantity and provide acceptance to small scale mitigation works completed
4.Provide technical review to design and cost estimation prepared by relevant partners
5.Develop Request for Proposal and engage in the evaluation of proposals
6.Other relevant tasks as required by line manager.

Selection Criteria

  • Undergraduate/graduate degree in civil and industrial construction
  • At least 2 years of experiences working o construction sites as construction supervisor
  • Able to use MS package (Word, Excel, AutoCAD) and the Internet
  • Good written and spoken English skills
  • Proactive, truthful and quick learner
  • Able to work independently and in team with minimal supervision
  • Able to work effectively under pressure and to meet deadlines
  • Able and willing to travel extensively to project sites
