SITT Project Manager (PM)

HealthBridge is an international, non-profit, non-governmental organization that aims to identify, understand and bridge gaps in public health, including gaps between needs and technologies, evidence and policies, and policies and practice. HealthBridge has been operating in Vietnam since 1995 in the areas of Reproductive Health, Nutrition, Tobacco Control, HIV/AIDS prevention, Livable City, Cancer Control and Gender.
HealthBridge is currently looking for a qualified Vietnamese National to fill the position of SITT Project Manager (PM). The Southeast Asia Initiative on Tobacco Tax (SITT) Project in Vietnam   aiming to provide policy makers with research-based evidence on the effectiveness of tobacco tax systems with higher rates, sustainable funding mechanisms and technical assistance with respect to the implementation of such policies for tobacco control in the country.
Overall responsibility of PM: To liaise with Southeast Asia Tobacco Control Alliance (SEATCA) and the Southeast Initiatives on Tobacco Tax (SITT) project staff to ensure the SITT Vietnam is able to deliver the best possible outcomes of the project.
To support the SITT Vietnam Project Director and to manage the implementation of the Vietnam SITT project. The position is full time for a period of 24 months, subject to a renewal.  The PM will work under the direct supervision of the SITT Vietnam Project Director (Country Director).

Specific responsibilities:
Strategic development:
- To be accountable to the SITT Vietnam Project Director in conducting high standard country activities
- In consultation with SITT Vietnam Project Director to implement relevant communication plans and partnership development for the SITT in Vietnam

Program management:
- To manage the implementation of SITT Vietnam
- To produce regular and timely reports  as required by SITT Project
- To provide support to country team members to implement quality programs
- To undertake specific tasks as requested by the SITT Vietnam Project Director

Resource management:
- To provide quarterly reporting of country budget
- To assist SITT Vietnam Project Director, in monitoring and reviewing annual budgets
- To implement the work plan in accordance with the SITT Vietnam budget
- To provide overall administrative support and personnel management to the SITT Vietnam Project Director
- To assist the Vietnam Project Director in maintaining a supportive and encouraging environment for country team members and other project partners

Qualifications required:
Essential:
- University/college background or above, with minimum five year work experience in the field of health, economics or social science
- Extensive experience on project coordination and reporting against project key performance indicators
- Strong background in project implementation and administrative support
- Significant experience in working cross government and civil society
- Experience with managing budgets
- Good written and spoken English
- High level computer skills

Desirable:
- Proven ability to manage and contribute to a team

- Well developed communication, networking and interpersonal skills
- Demonstrated problem-solving abilities and creative thinking
- Some knowledge of the context and issues relevant to tobacco control
