(Development of Investor Education’s Website for State Securities
Commission of Vietnam)

Lux-Development, the Executing Agency for Bilateral Co-operation financed by the Grand Duchy of Luxembourg, is supporting the Government of Viet Nam with its strategy for the securities market development through the project VIE/032 – Capacity Building in Finance Sector.

A part of the project activities will support the State Securities Commission (SSC) to develop an investor education website where investors can access the best practice education materials about investment in the securities market, as well as dissemination of knowledge with regards to market abuses. The investor page should also benefit from interactive teaching methods to more fully engage the investors and raise their awareness and understanding of the functioning of the market.

Responsibilities

The key responsibilities of the International Expert on Website Development’s assignment is to support the Project management and SSC to:

• Perform a detailed assessment of SSS and SRTC’s existing IT infrastructure and business requirements in relation to investor education’s online platform, tools and facilities.
• Perform a detailed assessment of SSC and SRTC’s human resources currently charge of investor education (including IT and technical content).
• Propose a ToRs for recruitment/purchase of services to develop the investor education website, including at least but not limited to detailed technical specifications, time line, detailed estimated budget, minimum requirements of the technical and financial capacity of the tenderers – in close consultation with SSC, SRTC, PMU, Project VIE/032 and other related stakeholders.

Timing

The assignment will be carried out from 1 September to 15 October 2018 for a tentative duration of 10 working days with possibility of extension to supervise the future website development contractor’s contract.

The International Expert will work closely with a National IT Expert recruited by Project VIE/032.

Qualifications and Experience

• University degree in computer science programming, statistics or in other relevant subject
• At least 10 years of working experience in a senior role in website development, portal technology
• Experience in defining UI/UX for education purposes
• Good track record of leading successful similar projects
• Industry experience acquired in investors education systems
• Excellent performance in cross-cultural development situations is required, through personal skills, multicultural sensitivity and effective communication, listening and presentation skills.
• Excellent spoken and written English.
