Short-term Health System Analyst – VRESIST Study

Organisation: Woolcock Institute of Medical Research in Vietnam

The Woolcock Institute is leading international lung health research organisation, affiliated with the University of Sydney in Australia (https://sydney.edu.au/). The Woolcock Institute has operated in Vietnam since 2009, we undertake large and important operational and epidemiological and clinical research projects in collaboration with the National Tuberculosis Program in 11 Provinces, including Ha Noi and Ho Chi Minh City. The Woolcock also runs training in epidemiological and operational research methods for Vietnamese doctors and public health workers.

Currently the Woolcock directly employs 45 full-time staff in Hanoi, Ho Chi Minh City and Ca Mau.

Overview:

Since June 2018, the Woolcock has implemented research for antimicrobial resistant infectious diseases in Vietnam (V-RESIST study), with the aim of developing, implementing and evaluating the effectiveness of a complex health systems intervention to reduce the emergence of antimicrobial resistance (AMR) in Vietnam.

The research will be conducted in four provinces in Vietnam and consists of three phases: phase 1 (baseline survey (qualitative interviews, standardized patient survey in pharmacies) and stakeholder engagement), phase 2 (cluster randomized trial evaluating the effectiveness of a strategy to strengthen responsible use of antimicrobials in health facilities at a District level) and phase 3 (economic evaluation) for the next three years.

We are recruiting an experienced Health System Analyst to participate as a consultant in the study.

Location: based in Ha Noi, with travel to other provinces as needed

Duration: the consultant will work in the study for a short term basis.

Roles:

  • Liaise with members of the research team and key stakeholders to develop and implement health systems analysis related to antimicrobial resistance in Vietnam
  • Conduct research independently and as a member of the research team in relevant areas
  • Contribute to research publications

Reports to: V-RESIST Study Manager, and through this person to the Chief Investigators of the study and Dr Thu Anh Nguyen, the Country Director

Key staff working with the project: Study Manager, Study Officers

Duties and Responsibilities:

  • Liaise with research team to develop study protocols and tools to assess Vietnamese health system related to antimicrobial resistance prevention, including leadership and governance, health care delivery, human resource, medication and equipment, health financing and health information; and analyse barriers to implementation of antimicrobial resistance prevention programs
  • Responsible to conduct the qualitative interviews and health system audits and fieldwork
  • Undertake quantitative and qualitative analysis related to health systems
  • Participate in organizing workshops, meetings related to health system analysis of the study
  • Participate in relevant workshops, meetings on health system analysis in Vietnam as required
  • Liaise with chief investigators of the study to develop study reports in the area of health system analysis
  • Liaise with members of the research team and key stakeholders to build capacity and knowledge on health systems analysis in Vietnam
  • Contribute to research publications
  • Communication with the V-RESIST Study Coordinator, and the Chief Investigators on data collection process, results and issues if any
  • Working closely with the Study Coordinator, the Country Director, and Chief Investigators
  • Performance of other duties as assigned

Required education, skills and qualifications

  • A PhD or masters qualification in a relevant discipline such as public health, health management, health economics, political science or health systems development

Essential criteria:

  • Demonstrated experience in implementing complex health programs in the Vietnamese health sector, preferable antimicrobial resistance prevention
  • Understanding of the Vietnamese health system
  • High level written and oral communication skills including the ability to communicate with a range of stakeholders from policy and research environment
  • Commitment to public health principles
  • Experience in analysing quantitative data
  • Demonstrated ability to work independently and collaboratively in a team
  • Proficiency in English
