Short-term Consultant (STC) for Vietnam Industrial Resource Efficiency Project

1. BACKGROUND

IFC, a member of the World Bank Group, creates opportunity for people to escape poverty and improve their lives. We foster sustainable economic growth in developing countries by supporting private sector development, mobilizing private capital, and providing advisory and risk mitigation services to businesses and governments.

Industrial development is the driver of Vietnam's growth with industry increasing from 22.7% of the national GDP in 1990 to 41.1% in 2010. A key aspect of this fast industrial growth is the development of Special Economic Zones/Industrial zones (SEZs/IZs), which contribute about 30% of total industrial output. Although there are 283 IZs approved by the Ministry of Planning and Investment (MPI), the average occupancy rate is only 57%, or even lower in some provinces. There are no incentives for IZ tenants or IZ management to voluntarily implement capital projects that save energy, water, or other resources. Given the low occupancy rates, MPI is keen to attract foreign direct investment and incentivize companies to locate in IZs by promoting the concept of "Resource Efficient Industrial Zones" that reduce pollution while using less energy and other resources. There are no criteria for establishing eco-efficient zones, or a roadmap to promote development of such zones.

The goal of the Vietnam Resource Efficiency, climate-change project is to demonstrate a scalable, replicable business model for REF/CE projects via a focused IZ approach that goes beyond relatively simple CP interventions to benefit from synergies associated with co-location of multiple factories in close proximity.

2. OBJECTIVES/ PURPOSE OF ASSIGNMENT

IFC proposes to hire a short term consultant (STC) for up to 150 days from May, 2015 to May 2016 to implement the Vietnam Industrial Resource Efficiency project’s activities designed in three components as bellows:

Component 1- Firm-level intervention at selected IZs
Demonstrate the business case for REF and build local capacity by developing model projects for selected private sector clients in targeted IZs. Engage with firms to practically demonstrate how to adopt best practices and technologies for saving energy, water, and chemicals.

Component 2- Industrial Zone Level intervention at selected IZs
Address knowledge gaps regarding REF/CE solutions and further raise awareness. Engage with IZ management, infrastructure companies, and end-users to conduct pre-feasibility studies and develop projects that reduce GHGs and/or avoid freshwater. (e.g., wastewater recycle).

Component 3 - Advice to MPI on Eco-Efficient Zone Policy/Concepts
Provide technical advice to direct project partner, MPI's Department of Economic Zones Management to facilitate longer-term implementation of EE/WE and clean energy projects in IZs.

The STC will provide substantive technical and operation support to the Project Leader to implement project activities which cover designed components. 

3. SPECIFIC TASKS:

The STC will work closely with the IFC project team and other IFC consultants to help implement the project, including the following but not limit to: 

  • Serve as the IFC point of contact for assigned sub-projects , coordinate and follow-up on multiple ongoing activities to help meet project objectives;
  • Support project leader in various project execution activities as required including project monitoring and evaluation;
  • Collecting data, scoping RE/CE at selected firms / zones. Prepare for the scoping visit, including i/ get the primary data by questionnaire/telephone survey from factories and mills; ii/ prepare technical know-how and related regulation/policy knowledge for the site visit;
  • Overall assessment of selected industrial zones regarding its tenants, its infrastructure activities to identify potential symbiosis resource efficiency/ clean energy/ waste to energy option for the zone.
  • Select most potential measures for carrying out feasibility study including technical, economic viable and environmental impacts.
  • Work with  IFC international and local consultants conducting resource efficiency assessments/ audits in selected firms/zones and help manage consultant deliverables; follow-up on progress of specific recommendations/actions at the firm/IZ level;
  • Develop project publications such as press release, news, leaflets, booklets including project case studies (working closely with IFC Communication Officer);
  • Work with suppliers of selected international brands and domestic Vietnamese companies to develop demonstration resource efficiency and clean energy projects;
  • Organize targeted  workshops for selected industrial zones/ clusters to raise sector awareness and build capacity ; 

4. LOCATION

The STC will be based in IFC’s Hanoi office, however, in-country travels will likely be required. 

5. REPORTING & DELIVERABLES 

The contractor will directly report to Ms. Vu Tuong Anh, project leader at IFC’s Hanoi Office.

Deliverables

1. Monthly project progress report including plans for subsequent months.
2. Summary report of diagnostics/audits completed at selected firms and industrial zones and  project feasibility studies  developed; 
3. Project publications including project leaflets, booklets, reports
4. Report on resource efficiency training events / workshops organized.
5. Report on dissemination workshops and meetings attended with clients and other stakeholders and results achieved. 

6. SELECTION CRITERIA

  • Minimum 7 year’s professional experience in climate change related project development and management  including practical experience in cleaner production and water/energy/resource efficiency and clean energy projects ;
  • Experience in project financing and working with local banks would be an advantage;
  • Good experience in communication and marketing
  • Track record in environmental, resource efficiency and clean energy related project design and implementation in Vietnam or other EAP countries;
  • Excellent presentation  and written communications skills; experience working with public and private sector counterparts;
  • Fluency in written and spoken English and Vietnamese is a must;
  • Ability to meet deadlines and produce good quality deliverables under tight deadlines with limited supervision.
