Short-term Consultancy to Assess the Supply and Demand of the Labour Market, and Vocational Training Capacity and Needs

Title: Short-term (national) consultancy to assess the supply and demand of the labour market, and vocational training capacity and needs
Maximum budget: VND 150 Million (taxes included) – performance period of two months

With financial support from the Governments of Viet Nam and the Grand Duchy of Luxembourg, the CLIMATE ADAPTED LOCAL DEVELOPMENT AND INNOVATION PROJECT – VIE/033 – launches a call for EOI for the acquisition of services for a short-term consultancy assignment “To assess the supply and demand of the labour market, and vocational training capacity and needs”.

Service providers that are invited to express their interest (EOI) to offer the services mentioned above shall be one or a team of individual consultants. In their EOI, s/he/they will demonstrate their technical capacity and experience as per the following requirements:

• Master’s Degree in economics, labour economics, rural development, or another relevant subject;
• Updated expertise, and at least 8 years hands-on experience dealing with employment issues, labour markets and vocational training;
• Demonstrated experience in conducting surveys and research on labour demand and supply, and the role of vocational training in it;
• Strong analytical, communication and facilitation skills;
• Excellent English, both in speaking and writing.

The start of the contract is foreseen for 31 October 2014 and to terminate on 28 December 2014. Service providers must be available for the entire period and are expcted to work in Hue City, Quang Dien, Phu Vang and Phu Loc districts, Thua Thien Hue province.

The maximum budget available for this contract, all-inclusive, is VND 150 million (taxes included).

Interested service providers are invited to submit sufficient documentation (updated CVs relating to this assignment and EOI letter) in response to the selection criteria. The shortlist of candidates to be invited to submit a complete proposal will consist of the three (3) candidates with highest qualification and rank against the selection criteria.
