Title: Establishment of Strategic Plan for continued Development of Bac Kan Vocational College
Maximum budget: 500 000 000 VND – performance period of 10 weeks

The Luxembourg Development Cooperation Agency (LuxDev) launches a Call for expressions of interest for the acquisition of services for Establishment of Strategic Plan for continued Development of Bac Kan Vocational College on behalf of Project VIE/034 receiving financial support from the Governments of of Vietnam and the Grand Duchy of Luxembourg.

Services providers that are invited to express their interest to offer the services mentioned above are all legally established companies governed by private law, specialising in management consulting with focus on strategy development, human resource planning, strategy implementation and organisational restructuring. Indicatively, services providers will have to demonstrate their technical capacity and experience in strategy development, human resource training, organization reengineering, strategic planning, educational institutional management, quality assurance, financial management, expertise using Balanced Scorecard (BSC) approach.

The start of the contract is foreseen for end September 2016 and for a duration of 10 weeks. Services providers must be available for the entire period foreseen and willing to intervene, on an intermittent schedule  in Bac Kan city, Bac Kan province. The maximum budget available for this contract is estimated at 500,000,000 VND (equivalent 19 900 EUR (all taxes excluded).

Interested services providers are invited to submit sufficient documentation to respond to the selection criteria. The dossier, including the selection criteria and the application form is available on request at the address given below.

The shortlist of candidates invited to submit a full offer will be established of minimum three (3) and maximum eight (8) candidates evaluated as qualified and ranked if necessary against the selection criteria.
