Senior Technical Officer for HIV Care & Treatment Programs

FHI 360 is an international, non-governmental organization that works with the Vietnam Ministry of Health, provincial health services, and local non-government organizations to promote the health and well-being of the Vietnamese people, particularly vulnerable and marginalized populations. In Vietnam, FHI 360 is currently building the capacity of local organizations in HIV prevention, care & treatment, drug treatment policy, and drug treatment practice.

We are currently seeking qualified, experienced, and highly motivated candidate for the position of Senior Technical Officer to work in our HIV Care & Treatment programs, Ho Chi Minh City.

Main responsibilities and essential qualifications:
- Provides technical leadership, direction, and management of clinical quality improvement including HIVQual and Cascade of HIV Care quality improvement interventions.
- Update training materials for HIV/AIDS care, support, and treatment, including antiretroviral therapy (ART), prevention and management of HIV/Tuberculosis (TB) co-infection, HIV/HCV/HBV co-infection, drug interactions, integration of ART with methadone maintenance services, and Sexual Transmitted Infections  (STI) for people living with HIV (PLHIV).
- Organize and lead provincial clinical training conferences and workshops on HIV/AIDS, Tuberculosis, and other related clinical areas
- Provide clinical technical assistance to provincial and district HIV/AIDS and TB health facilities including on- site mentoring and training
- Work with international and Vietnam government partners on national SOPs, job aids, monitoring tools for implementation of national and provincial health programs
- Work with local partners including provincial aids committees, provincial health services, and TB departments to support and strengthen coordination between prevention, HTC, care & treatment, STI, and TB services for most-at-risk groups (e.g., sex workers, MSM, transgender, and injection drug users).
- Support clinical and operational research teams to identify and design research studies and pilot innovative interventions
- Doctor of Medicine or equivalent Master degree in Social Sciences or Public health, preferably with HIV/AIDS program experience
- Knowledge on and experience in epidemiology and clinical management in resource-poor settings with PLHIV would be advantageous.

Job location: FHI 360 Hochiminh City Office with frequent travel to program provinces.

Preference will be given to candidates who have demonstrated leadership in their career, be it clinical, research or peer activities.

- Ability to handle multiple tasks simultaneously and to prioritize and respond in a timely manner to stakeholders.
- Strong interpersonal skills and demonstrated ability to transfer knowledge in a culturally sensitive manner.
- Excellent written and oral communication in both Vietnamese and English.
- Computer literate with strong skills in use of MS office package (Word, Excel, and PowerPoint...)
