The “Programme for Energy Efficiency in Buildings (PEEB)” is a Franco-German joint initiative, which was launched at the COP 22 in Marrakech, catalysed by the Global Alliance for Buildings and Construction (GABC) as its first implementation programme. PEEB is a partnership programme between the French Agency for Environment and Energy Management (Agence de l‘Environnement et de la Maîtrise de l‘Energie ADEME), the French Agency for Development (Agence Française de Développement AFD) and the German International Cooperation (Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH).

The German Federal Ministry for the Environment, Nature Conservation and Nuclear Safety's (BMU) commissioned GIZ with the implementation of the German part of the PEEB programme within the International Climate Initiative. PEEB will be implemented until September 2020.

PEEB combines the financial and technical expertise of AFD, GIZ and ADEME, making it available to partner countries to foster large-scale dissemination of energy efficiency in buildings. PEEB pursues to significantly transform the construction sector through the advancement of sustainable building design and construction, including the following objectives.

  • To reduce the energy demand of the building sector to a minimal level, with reasonable additional costs.
  • To foster investments in energy-efficient buildings, mobilising financing by international and local institutions with a prior focus on large-scale new housing and commercial buildings in tropical climates.
  • Additionally, PEEB supports several co-benefits, through increased comfort in working and living environments, lower operating costs, and enhanced energy access.

PEEB primarily targets new construction but also, when relevant, existing buildings, both in the public and the private sector. In Viet Nam, the German PEEB programme supports the development of effective policies and plans for Green House Gas (GHG) emissions reductions and, thus, the implementation of Viet Nam´s
Nationally Determined Contribution (NDC).

The programme is looking for a qualified local professional for the position of:

Senior Project Officer
“Programme for Energy Efficiency in Buildings (PEEB)”
Duty Station: Hanoi, Vietnam
Duration of Assignment: ASAP until June 2020
Kind of Assignment: 50% (part time) or 100% (full time)

Responsibilities

  • Contribute to the programme management in achieving the programme´s objectives in Viet Nam;
  • Conduct country analysis of the building and construction sector (current situation and development projections);
  • Technical advice to the Ministry of Natural Resources and Environment (MONRE) and other government partners, such as the Ministry of Construction (MOC), on how to implement the national NDC targets for the building and construction sector;
  • Provide advice on develop sector/subsector policies and mechanisms for implementation of EE in buildings, including MOC’s Circular for implementing the Roadmap Decree for GHG mitigation & measures in building sector;
  • Analyses of training needs and development of new or adaptation of existing training material on EE in buildings and preparation of financing for EE in buildings in Viet Nam;
  • Implementation of training and capacity development measures of partner institutions and personnel;
  • Assist the PEEB programme team and external consultants of PEEB in the design and implementation of its communication strategy and its knowledge dissemination in Viet Nam;
  • Promote PEEB and its objectives and activities in relevant media, events and platforms (e.g. publications, digital platforms, round tables, conferences, other);
  • Develop concepts and organise technical meetings, workshops and conferences;
  • Support the monitoring and evaluation of the project’s activities, prepare reports and presentation material;
  • Prepare Terms of Reference and steer international and national consultants who will partially contribute to the programme´s objectives.

Requirements

Education:

  • Master’s Degree ideally in a subject related to at least one of the following fields: energy efficiency (EE)/ sustainability in building and construction, environmental science related to the building sector, sustainability in the construction and real estate business or similar

Professional Competences:

  • At least 10 years of proven working experience in sustainable building and construction;
  • At least 7 years of professional working experience in a comparable position;
  • Profound knowledge through working experience of the Vietnamese construction sector and real estate market, climate change and EE policy framework with regard to the building sector, legislation regarding EE in buildings, key public, private, academic and non-governmental institutions of the Vietnamese building sector, relevant implementation structures, responsibilities and planning processes;
  • Sound knowledge of the national and international public and private financial institutions and their financing mechanisms and instruments with regard to climate financing;
  • Excellent written and oral communication skills in English, with analytical capacities and ability to synthesise relevant findings;
  • Excellent command of MS Office and good working knowledge of modern telecommunication systems.

Personal Competences:

  • Excellent self-management and coordination skills within the decentralized PEEB team based in Viet Nam, Germany and in other countries as well as with the Vietnamese partner institutions and key institutions of the climate and building sector;
  • Creativity, proactivity and proper initiative towards the results of the programme as the assignment requires the willingness and preparedness to assume a high level of responsibility with limited supervision by GIZ/ the PEEB programme;
  • Excellent ability to share knowledge and experience, a good team player;
  • Demonstrated ability to work and produce - sometimes under high pressure - high quality outputs with limited supervision and management;
