Senior Project Officer

At present, Vietnam Country Office has programs in 22 out of 63 provinces in Vietnam.

We are looking for a Vietnamese national for:

  • Vacancy: Senior Project Officer
  • Based in: Hanoi
  • Main Responsibilities:

Support Sponsorship Manager to oversee all sponsorship funded project implementation (including phase-in and phase-out) on technical aspect within Sponsorship impact area(s), ensuring effective implementation and partnership, donor communications, in line with global sponsorship strategy and compliance with the Country Office as well as Sponsorship policies and procedures.

1. Technical management:

  • Providing overall technical management and support for Sponsorship program including, staff capacity building, provide guiding and monitoring implementation of field staff and partners in the child-centered methods effectively;
  • Providing technical, coordinating and facilitating all the work related to quality issues with Technical Advisors, other thematic teams, other organizations;
  • Developing and compiling all the required documents such as reports, strategic papers, phase-in and phase out proposal, planning, etc.
  • Strengthening and developing the Monitoring, Evaluation, Accountability & Learning (MEAL) mechanism for the program; delivering guidance and support its operation for sponsorship program; capacity building for partners and staff on this MEAL);
  • Support Program Manager in providing initiatives and innovations to improve the impact of Sponsorship interventions in archiving its goals.

2. Human Resource Management:

  • Support in managing project and support staffs and provide direct supervision to staff to ensure they perform productively as required;
  • Support in managing the performance of related staff to make sure that they can effectively use of the performance management system including the establishment of clear, measureable objectives, on-going feedback, periodic reviews and fair and unbiased evaluations;
  • Coaching and mentoring direct report staff (in technical term);
  • Coordinate the recruitment process of the office as per SC recruitment policies and conduct reference checks on job applicants;
  • Providing the induction program for newly recruited staff;
  • Support Field Coordinator/Sponsorship Manager in the process of contract termination of SC staff in Cao Cai office including exit interview, assets and inventory handover;
  • Maintain rapport and promote teamwork with province based team and across teams within SCI.

3. Representation and Partnership:

  • Represent Save the Children in the province on general issues and technical issues as assigned;
  • Participate in the related meetings of province level as representative of Save the Children;
  • Support in providing the report to provincial authorities as required by local Government;
  • Develop, build and maintain positive and effective relations with local partners and authorities to create real shared ownership and collaboration.

Key Competencies:

Essential

  • University degree in social science, development studies, or a related field
  • At least 6 years in relevant field including 3 years in managerial capacity, particularly good management skills related to organizational development project and
  • international, cross-functional team
  • Experience in office management including operation, admin, logistics, fixed assets and inventory
  • Demonstrable skills in staff supervision, planning and organisation of events/activities
  • Strong facilitation and good interpersonal, communicational, presentational skills.
  • Proven capacity to build and maintain effective partnerships with provincial and local partners.
  • Good communication skills and a positive attitude to team work
  • Experience working with government counterparts and community-based intervention.
  • Good computer skills including MS Office
  • Working level of spoken and written English
  • Commitment to Save the Children’s values

Desirable

  • Master degree or higher in social science, development studies, or a related field
  • Experience in training, program planning, design, monitoring and evaluation, and reporting is preferred.
  • Working experience at a child-focused organization
