Senior Project Officer (2 positions)

VACANCY ANNOUNCEMENT

As a federal enterprise, the Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH supports the German Government in achieving its objectives in the field of international cooperation for sustainable development. On behalf of the German Government, GIZ currently provides advisory services to the Government of Viet Nam in three priority areas: Vocational training, Environmental policy and sustainable use of natural resources, and Energy. The joint Technical Cooperation Project “Programme on Conservation and sustainable Use of Forest Biodiversity and Ecosystem Services in Viet Nam” is financed by German Ministry for Economic Cooperation and Development (BMZ) with counterpart funds from the Vietnamese Government. The implementing agencies are the GIZ and the Viet Nam Administration of Forestry under the Ministry of Agriculture and Rural Development (MARD).

The Project is looking for national candidates to fill the following positions:

Position 1

Senior Project Officer “Policy & Legal Framework for Forest Biodiversity”
Duty station: Ha Noi, Viet Nam
Duration: ASAP until 31st December 2020

Main responsibilities:

  • Conceptualize and implement change processes related to the policies for forest biodiversity, including biodiversity conservation, management of protected forests, community based forest management, forest governance, and access to forest resources
  • Provide professional advisory services to partners in the working area by identifying needs, developing concepts and strategies, providing technical inputs, and working on policy recommendations
  • Establish synergies with a broad range of stakeholders in the working area to advance objectives
  • Lead innovations and knowledge management in the working area, and the communicate innovations to a broad range of stakeholders
  • Coordinate project activities in the working area in consultation with the manager and in cooperation with the partners
  • Develop ready-to- use strategies and technical concepts, including guidelines, manuals and procedures related to the working area

Minimum requirements:

  • Masters/MSc in environmental law, environmental studies, biodiversity conservation, environmental management or related field
  • At least 7-10 years’ professional experience in shaping change processes and providing policy advice in the area of forest biodiversity
  • Strong analytical skills and ability to write policy briefs
  • Working experience in knowledge institutions (think tanks, university institutes etc.) and/or the consulting industry is of additional value
  • Strong self-motivation and proven ability to work both autonomously and in a team
  • Fluent written and spoken English skills
  • Good working knowledge of ITC technologies

Position 2
Senior Project Officer “Protected Forests”
Duty station: Optional - Ha Noi or central Viet Nam (tbc)
Duration: ASAP until 31st December 2020

Main responsibilities:

  • Conceptualize and implement change processes related to protected forests, including management, financing, information systems and capacity building, as well as eco-tourism, ecosystem services, spatial planning, biodiversity monitoring and buffer zone development
  • Provide professional advisory services to national and local partners in the working area by identifying needs, developing concepts and strategies, providing technical inputs, and working on policy recommendations
  • Establish synergies with a broad range of stakeholders in the working area to advance objectives
  • Lead innovations and knowledge management in the working area, and the communicate innovations to a broad range of stakeholders
  • Coordinate project activities in the working area in consultation with the manager and in cooperation with the partners
  • Develop ready-to- use strategies and technical concepts, including guidelines, manuals and procedures related to the working area
