Vacancy: Senior Project Officer
Based in Laocai Office

Main Responsibilities:

This position is responsible for support Sponsorship Manager and Sub-Impact Area Coordinator to oversee all sponsorship funded project implementation (including phase-in and phase-out) and operations in the impact area in Lao Cai Province, ensuring effective implementation and partnership, donor communications, compliance with the Country Office as well as Sponsorship policies and procedures..

Key Competencies:

Essential

1. Province Based Office Oversight and Management:

  • Support in providing overall management of the office and coordinate the administration supports within the office, including office lease, procurement, logistic support, filing system, IT systems, telephone system, vehicle and office fixed assets management, etc.;
  • Support in coordinating the administration procedures and working programmes for visitors including external visitors, sponsors, partners or technical advisors;
  • Support in managing approved operation budget for the province, including approval of expenditures for the office to ensure spending plan and compliance to SCI and Child Sponsorship policies and procedures.

2. Program Implementation:

  • Responsible for two sub-grants at provincial level: DOET and DOH;
  • Support in implementing the child-centered projects effectively, including achieving the projects’ objectives within set timeframe, on budget, allocation of resources and ensuring that appropriate controls are maintained at all levels;

3. Human Resource Management:

  • Support in managing the performance of related staff to make sure that they can effectively use of the performance management system including the establishment of clear, measureable objectives, on-going feedback, periodic reviews and fair and unbiased evaluations;
  • Coaching and mentoring direct report staff;
