Senior Project Officer

As a federal enterprise, the Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH support the German Government in achieving its objectives in the field of international cooperation for sustainable development. The Vietnamese-German project “Creation of an overarching framework for Nationally Appropriate Mitigation Actions (NAMA) and Measurement, Reporting and Verification (MRV) in Vietnam” is a project of German technical assistance to the Ministry of Natural Resources and Environment (MONRE). The project is designed with 4 main components, as follows: a) Improving the institutional capacity in MONRE to coordinate, develop and implement NAMA; b) Identify and develop specific NAMA; c) Establish national MRV systems for NAMA; d) Strengthen international negotiations on climate change.

Additional to NAMA project, the German Ministry for Environment, Nature conversation, building and nuclear safety (BMUB) is supporting Vietnam as one of the selected partner countries in elaborating their “Intended Nationally Determined Contributions” (INDCs).

The project requires a qualified local professional for the position of: Senior Project Officer

Duty station: Hanoi with possibility to traveling in-country and abroad

Duration: from August 2014 to March 2018

Main responsibilities: This position of the Senior Project Officer on Climate issues with a focus on NAMAs, MRV and INDCs is intended to give technical expert support to the NAMA project as well as to the concrete support of INDC preparation in Vietnam. The INDC support will mainly take place in the first months until autumn 2015 and then the work will focus on supporting the implementation of the NAMA project.

In close cooperation and coordination with the partner MONRE (Department of Meteorology, Hydrology and Climate change DMHCC, Institute of Meteorology, Hydrology and Environment IMHEN), the manager of NAMA project in Vietnam and the manager of global INDC project in Germany the position holder:

  • Coordinates the implementation of the global INDC project in Vietnam in accordance with the agreed project goals and activities;
  • Advises, provides expert services and supports the strengthening of MONRE’s capacity in the development financing, implementation and coordination of NAMA and of Vietnam’s position in the international climate negotiation;
  • Implements the assigned work plan for the INDC as well as the NAMA/ MRV projects in Vietnam including ensuring the day to day project activities;
  • Provides professional advice and liaises with important national/ international stakeholders, such as donors (UNDP, JICA, etc.), civil society and the private sector;
  • Assists the communication and inter-ministerial exchange between MONRE and Ministry of Planning & Investment and other key line ministries such as Ministry of Agriculture and Rural Development, Ministry of Industry & Trade regarding INCDs, NAMAs and MRV;
  • Works closely with and under direction of MONRE, DMHCC in promoting knowledge exchange on INDC in global, regional and national forums;
  • Reviews any progress in the INDC, NAMA and MRV discussion and on tools developed with regard to their applicability in Vietnam;
  • Supports the organization of and logistics for consultancy missions, workshops and trainings, incl. arranging appointments with local stakeholders and experts in the field (these task include presentations, briefing papers and related materials);

Minimum requirements

  • Master degree in environment economics, environmental engineering, international economics or other related academic subject;
  • Minimum 8 years’ professional experience with at least 5 years’ professional experience in a comparable position including rich experiences and knowledge on working with government agencies;
  • Expertise in diverse environmental topics, especially related to climate change mitigation;
  • Working experience in development cooperation and/ or in the Vietnamese public sector would be an advantage;
  • Excellent communication and strong interpersonal skills;
  • High level of oral and writing skills in English;
  • Good working knowledge of telecommunication systems (phone, fax, e-mail, internet) and computer applications (e.g. MS-Office);
  • Service orientation and proactive working style;
  • Team work ability, dynamic, self-motivated character and interest in development work
