Senior Programme Officer

The Integrated Coastal and Mangrove Protection Programme / Climate Change and Coastal Ecosystems Program (ICMP) is working in five Mekong Delta provinces and on national level. Focus of the national component lies on development of the policy framework, up scaling, and institutional development as well as overall program support. The programme is looking for a qualified candidate to fill the following position:

Senior Programme Officer
Coastal Protection and Spatial Planning Advisory, ICMP
Duty station: Ho Chi Minh City, Vietnam
Duration: Initially till February 2016, possibly to extend to August 2017

Main responsibilities:

  • Manages operations in the field of Coastal Spatial Planning/ Land-use planning as well as the implementation of National guidelines on Integrated Coastal Management (ICM);
  • Organizes and conducts ICM planning workshops at provincial and regional level;
  • Links up and creates synergies with partners at international, national and local level, including government agencies at different levels, national and international non-government organizations, international projects, private sector and other stakeholders engaged in coastal zone planning and development;
  • Integrates programme’s outputs, experiences and disseminate to partners and other stakeholders;
  • Assists in steering and coordinating contributions of national (Department of Agriculture and Rural Development, Ministry of Natural Resources and Environment- Vietnam Administration of Seas and Islands VASI) and international partners (United Nations Environment Programme UNEP) to Integrated Coastal Protection Planning;
  • Assists the programme planning, progress reporting and dissemination to partners and other stakeholders.

Minimum requirements

  • Masters or PhD degree in a relevant course (e.g. land use planning, coastal engineering, environmental science, natural resource management);
  • Minimally 5 years of professional working experience in subject-related position;
  • Experience in programme implementing on of national policies and guidelines in relation to ICM;
  • Knowledge of institutions, Government agencies and regulations in relevance to ICM;
  • Strong technical expertise in the area of coastal management and working knowledge of Geographical Information System GIS and/ or Remote Sensing RS;
  • Experience in conceptualizing, organizing and facilitating workshops; Strong moderation skills;
  • Excellent communication, interpersonal skills; demonstrate team work ability, dynamic, self-motivated character;
  • High level written, oral communications and report writing skills in both English and Vietnamese;
  • Demonstrated ability to work and produce, sometimes under high pressure, high level and quality outputs with limited supervision and management;
  • Prior work experience with international development assistance organizations or programmes or international knowledge institutions.
