Senior Primary Health Care Services Expert (Local)

The Asian Management and Development Institute (AMDI) is a science and technology organization with the mission of providing research, training and consulting services as a leading management science institution in Vietnam. Senior Primary Health Care Services Expert (Local)

Job description:

The incumbent will work closely with a team (both international and national) over the period of 180 days, tentatively from July 2016 to carry out the following activities:

Focus Area Early detection of Non-Communication Diseases

  • Identify documentation and regulation on medical examination and treatment that apply to the PHC level of services
  • Provide context on the acceptance and use and recording of MoH Guidelines for Examination and Treatment for Commune Health Centres
  • Contribute to the design and implementation of  a rapid assessment of the use of current MoH Guidelines for Examination and Treatment
  • Contribute to the report on the review of guidelines and its actual use
  • Facilitate consultation workshops, technically assist MoH in the Technical Evaluation Board meetings and produce corresponding technical reports
  • Contribute to the production of drafts and final versions of Guidelines for Early Detection of NCDs at PHC
  • Contribute to the production of draft Guidelines for the early detection of conditions listed under scope of work
  • Contribute to the compilation of Guidelines on early detection of the NCDs selected newly produced and revised by the Technical Evaluation Board
  • Contribute to the draft outline for a monitoring and evaluation plan on the use of early detection Guidelines
  • Contribute to a report with a summary of findings, products, conclusions and recommendations

Focus Area Periodic Health Examination

  • Identify documentation and regulation on periodical medical examination of workers and regular employees in Vietnam
  • Provide context on the purpose, use and recording of periodical medical examination of workers and regular employees in Vietnam
  • Contribute to a report on the current implementation of periodical medical examination of workers and regular employees in Vietnam
  • Contribute to the production of guidelines for a periodic health examination of the general population making use of guidelines for early detection of NCDs
  • Contribute to a model instrument to record the results of the periodic health examination of the general population
  • Facilitate consultation workshops, technically assist MoH in the Technical Evaluation Board meetings and produce corresponding technical reports
  • Contribute to the design and implementation of a test of the guidelines and recording instrument in a sample of Primary Heath Care units
  • Contribute to the draft outline for a monitoring and evaluation plan on the use of the periodic health examination of the general population
  • Contribute to a report with a summary of findings, products, conclusions and recommendations

Quality Management in Primary Heath Care

  • Identify documentation and regulation in quality management that applies to Primary Health Care in Vietnam
  • Provide context on the past developments and plans in quality management in Primary Health Care in Vietnam
  • Contribute to a review report quality management that applies to Primary Health Care in Vietnam
  • Facilitate consultation workshops, technically assist MoH in the Technical Evaluation Board meetings and produce corresponding technical reports
  • Contribute to the development of guidelines, indicators and monitoring tools for assessing the quality of PHC services
  • Contribute to develop models and templates for Quality Improvement Management Plans
  • Contribute to an outline for a monitoring and evaluation plan on the implementation of Quality Improvement Management Plans at district level
  • Provide training of trainers for MoH and DoH staff  in  Quality Improvement in Primary Health Care including the Early detection of NCDs, and Periodic Health Examination
  • Contribute to a report with a summary of findings, products, conclusions and recommendations

Requirements:

Qualifications:

  • At least a master degree related to clinical health care, with a background of clinical practice.
  • Skills and Specific requirements:   
  • A minimum of 10 years of professional experience in health services delivery and clinical care
  • A minimum of 5 years of experience in studying, designing or evaluating health services delivery in Vietnam.
  • Direct experience in the development of quality management plans and or NCD clinical guidelines in Vietnam will be an advantage

Other skills:

  • Full fluency in English and Vietnamese, both written and spoken.
