Senior HR Advisor

We are looking for an experienced and dynamic Vietnamese consultant to fill the following position:

SENIOR HR ADVISOR

The post is a fixed-term, 3 months contract with possible extension, based in Hanoi.

Oxfam in Vietnam is undergoing an internal change process to take place in the coming months that will serve to make the organization fit for the future. The Senior HR Advisor will be responsible to deliver professional and high quality advisory and support in the change process, in a close working relationship with the Senior Management team, international HR colleagues and staff within the office.

The Role:     Work with Senior Management and staff on the coordination and implementation of an internal change process

KEY RESPONSIBILITIES

  • To work with Senior Management in reviewing and drafting Job Descriptions and competency profiles;
  • To advise Senior Management on HR legal aspects, risks and compliancy relating to the change process in consultation with external Labour Law specialists;
  • Advisory on and implementation of Oxfam Human Resources policies and procedures to guide the change process;
  • Coordinate the staff consultation process and to work with the Staff Association;
  • To make a detailed staffing plan, together with Senior Management, based on the new organizational structure and in line with budget available;
  • To make an analysis of the changes in Job Descriptions and to advise on the slotting and internal recruitment procedures;
  • To draft internal vacancy adverts and set up the internal recruitment procedures;
  • To document the process followed, decisions taken and all further information for legal and audit purposes;
  • To prepare learning material and share learning with HR counterparts within the Confederation;
  • To inform staff about the process and to be available to share information and answer questions about the Oxfam HR policies and procedures;
  • To take up any further HR support tasks including drafting letters or other HR administrative tasks relating to the change.

SKILLS AND COMPETENCE

Job Specific Competencies

  • Have a Bachelor or University degree in Human Resources or related business degree.
  • Have a minimum of four years of experience in a similar position, preferably in an international organisation.
  • Have specific experience in an HR advisory role coordinating a change process from an  Human Resources perspective.
  • Have the ability to take ownership of the process from start to finish
  • Have excellent organisational, advisory and time management skills
  • Are a self-starter with minimum supervision needed
  • Have a high level of flexibility and have the ability to multi task and ability to adapt in a changing work environment
  • Are an empathic person and are fully aware of the sensitivity that is part of change processes
  • Have excellent verbal and written communications skills in Vietnamese and English
  • Have knowledge and experience in the field of Vietnamese Labour Laws

Gross Monthly Salary Range: VND52,666,170 – VND68,466,082
