Proposal Summary: 

The Vietnam Education Foundation (VEF) requires the services of an independent evaluation firm to conduct an end of program evaluation covering its activities and achievements over the period of 2000 to 2017. The evaluation is expected to begin in mid-June 2017 for a duration of 6 months, with fieldwork taking place in Vietnam during July and August 2017.

Position Summary:

MSI seeks a Senior Education Specialist to support the design and implementation of a final performance evaluation of the VEF program. The Specialist will provide background information on the Vietnamese education sector and be involved in all evaluation tasks as designated by the team leader. This position is open to Vietnamese nationals currently based in Vietnam only.

Responsibilities:

  • Support the design and implementation of the evaluation, including design, research analysis and report drafting.
  • Conduct desk research assignments and develop inputs to inform the design documents and methodologies of the evaluation. Perform assignments to draft and finalize the evaluation design documents including: data collection instruments, data collection and analysis plans, work plans, sampling plans, and other relevant sections of the design document.
  • Perform data collection in Vietnam using appropriate methods, including key informant interviews and focus groups.
  • Assist in drafting final evaluation reports and participate in presentations of the evaluation regarding findings, conclusions and recommendations to the client and other stakeholders.

Qualifications:

  • At least 10 years’ experience in performance evaluations of donor-funded projects, including designing and leading mixed methods evaluations of international development programs for the U.S. department of State, USAID or other international donor agencies.
  • Demonstrated knowledge and experience working with the Vietnamese government with an emphasis on the education sector. Knowledge of best practices for international education exchange programs and experience evaluating higher education programs.
  • Proven experience in managing and conducting field research, including conducting key informant interviews, focus group discussions and surveys.
  • Master’s degree in a relevant field is preferred, but a Bachelor’s degree with extensive experience in the higher educational development sector and the management of educational scholarship programs will be considered.
  • Professional fluency in English including speaking, writing and reading.
