Researcher(s) for Study on Monitoring Access of Number One Condom Social Marketing (CSM) Program (Outlet survey round II 2012)

Since October 2008, the USAID Social Marketing for HIV Prevention Project implemented by PSI/Vietnam in partnership with the Government of Vietnam has implemented targeted condom social marketing with an aim of improving convenient access to and addressing other non-supply barriers to consistent condom use among most at risk populations (MARP) including female sex workers (SW), male clients of female sex workers (MC), men who have sex with men (MSM) and injecting drug users (IDU).Results of the 2010 Outlet Survey indicated that although overall condom availability at hotels/guesthouses (H/G) in PEPFAR provinces had increased significantly (from approximately 30% at the beginning of the project according to MIS data, to 88% in 2010), the H/G market was still largely reliant on subsidized condoms, including significant leakage of fully subsidized (“free”) condoms. The same survey found significantly higher condom brand choice and price at pharmacies nearby H/G sampled.
Research objectives
Overall Objectives: To monitor progress toward CSM/TMA objectives namely improving convenient access to condoms and visibility of condom messaging at H/G
Specific research questions:
• Determine condom availability by brand and subsidy-type among H/G and pharmacies in high risk areas (including Number One & Karol brands)
• Determine condom prices (wholesale and retail) of brands available at H/G and nearby pharmacies
• Identify supply sources for brands available in outlets
• Assess visibility of condoms and condom promotion messaging (branded, unbranded POSM and/or IEC materials) in H/G reception area
• Assess extent to which condoms are routinely provided to clients upon check-in (with or without keychain)
Supervision Areas
- The supervision areas for this study will be selected within the following provinces covered by CSM activities: Hanoi (HN), Hai Phong (HP), Quang Ninh (QN), Ho Chi Minh City (HCMC), Can Tho (CT), Nghe An (NA), An Giang (AG) and Lao Cai (LC)
PSI is looking for a qualified research agency to conduct the field work
Responsibilities of the agency in this study
- Recruit qualified data collection teams with experienced surveyors;
- Give quality training on this specific study to the data collection team;
- Contact to local authorities for permission to conduct study;
- Look for pharmacies which are located within the radius of 100 meters from selected hotels and guest houses until reach enough sample size for pharmacies in each district for data collection;
- Apply lessons learnt from the last round of survey and conduct field data collection with adequate quality control (quality control will not be done via telephone);
- Write the field work report;
- Double data entry
- Produce a codebook for dataset.
