The purpose of this announcement is to provide potential applicants notice that Abt Associates issued Terms of Reference (ToR) for development of the software system of the Vietnam Social Security (VSS) health insurance projection model. Abt Associates, through its USAID-funded Health Finance and Governance (HFG) project seeks a Vietnamese IT company to develop a software for SHI financial projection model that VSS may use (1) to develop an annual plan, medium term plan and a long-term 5-year plan for the social security sector, which includes the development of a financial expenditure plan for the social health insurance fund; including contributions, reimbursement (to health facilities), expenses, fund balance and membership uptake; (2) Provide recommendations to the Ministry of Health and Ministry of Finance in development and amendment of social health insurance policies.

Abt Associates requests applications from registered local IT companies that have strong capacity and experience in software developing, in managing & monitoring financial data for VSS. Abt Associates anticipates issuing one fixed price contract with a budget to be determined via negotiations between Abt Associates and the selected applicant. The anticipated period(s) of performance is May 2nd , 2018 – July 31st , 2018.
