Remote Sensing/GIS Intern

1.BACKGROUND

USAID’s Vietnam Forests and Deltas (VFD) program is supporting the acceleration of Vietnam’s transition to climate-resilient, low emission, sustainable development by improving land-use planning and forest and natural resource management and engaging communities in development of action plans to address climate risks and vulnerabilities. The program aims to inform ongoing Government (GVN) efforts to develop and implement its national programme for Community Based Disaster Risk Management (Decision 1002), the National Target Program to Respond to Climate Change and the nascent Green Growth Strategy. Through an evidence-based cycle of analysis, demonstration, evaluation and replication, the VFD team will empower GVN, communities and nongovernmental organizations to develop inclusive, equitable solutions tailored to the unique characteristics and challenges of Vietnam’s forests and deltas. The VFD team approach prioritizes linkages between mitigation and adaption to develop a comprehensive, integrated response to climate change.

The Vietnam Forests and Deltas program focuses on two main areas to:

  • Support the adoption of land-use practices that slow, stop, and reverse emissions from deforestation and degradation of forests and other landscapes, and
  • Increase the resilience of people, places and livelihoods in the delta areas through assistance on adaptation and disaster risk management

2.POSITION DESCRIPTION

The GIS Intern is responsible for supporting GIS processing/analysis for the Adaptation Component under Vietnam Forests and Deltas program, including consolidating and processing GIS data; preparing commune risk assessment maps for adaptation provinces which involves closely working with Adaptation Technical Advisors, the Vietnam Red Cross, the American Red Cross and other component/project staff.

S/he will be based in Hanoi and travelling as required to the project’s target sites, including Nam Dinh, Long An, Thanh Hoa and Nghe An provinces.

Time duration: 3-6 months, starting from February 2015

3.RESPONSIBILTIES

3.1.Support data collecting, consolidation, and processing of  GIS-related works to  climate change under the Adaptation Component notably for the Red River Delta;

3.2.Assist to assess existing visual methods used globally for enhancing commune disaster risk management (through a desktop review and internet search);

3.3.Review the method for:

  • commune disaster risk mapping by Red Cross;
  • the GVN Disaster Management Center (DMC);
  • the mapping tools of early warning system under the GVN CBDRM program;

3.4.Develop a -process to develop a commune disaster risk management map format (inclusive of vulnerability/response /early warning, that will help enhance emergency preparedness and response), for use in communes covered under the VFD program, with the production of maps for the 18 communes in Nam Dinh and Long An (these maps will be placed in public places in the communes);

3.5.Provide support for  training and workshops on RS  and GIS related topics;

3.6.Other duties as appropriate and assigned by supervisor.

4.REQUIREMENTS

  • Studying in geography, geodesy, remote sensing, GIS, natural resources evaluation or a related field;
  • Familiar with GIS processing, mapping and with different GIS format conversion (MapInfo, Microstation, ArcGIS, QGIS etc.);
  • Able to use remote sensing software  will be an advantage;
  • Proficiency of English;
  • Ability to work effectively as a team member and work independently;

Experience in disaster risk management is not essential, but is desirable. We seek an individual who has a strong willingness and ability to learn and can acquire skills and knowledge efficiently.

5.SUPERVISOR

The RS/GIS intern reports to the VFD program GIS specialist. The Adaptation Coordinator and Team Leader will provide additional coordination support as well as furnish the required work tasks that need to be accomplished.
