Regional MEL Coordinator

Terms of Reference

Summary

Regional MEL Coordinator will be a focal point for collating and quality assuring data and evidence of progress across the countries in their region. They will receive training in the Australian Volunteer Program M&E approach and tools and will support the countries in their region to gather, collect, analyse and understand program performance information.

?The MEL Coordinator will collate regional summaries of program progress, convene regional learning and reflection events, act as a focal point to support country offices in data collection, conduct and coordinate surveys, share information with the region on overall program performance, help generate case studies and impact stories to demonstrate progress against outcomes, coordinate any investigative research and evaluations to better understand program impact.

?Qualifications and Experience

  • Tertiary qualifications in monitoring, evaluation, social research, statistics
  • At least 7 years’ experience working on donor funded programs in an M&E, organisational learning or research capacity.
  • Familiar with databases, and advanced excel, word and presentation software skills
  • Experience collecting and accurately summarizing qualitative performance information (case studies, stories of change, semi-structured interviews or focus group discussions)
  • Experience working on complex and multi-country programs an advantage
  • Professional affiliation with an evaluation or research society and understanding of an evaluators code of conduct an advantage.

  • Ability to work independently but also collaboratively within a geographically dispersed team.
  • Strong cross-cultural awareness and understanding of challenges and complexities working in different country contexts.

Duties and Responsibilities

  • Support countries to ensure that data is uploaded on time and in line with quality protocols;
  • Coordinate, collate and analyze regional data collection tools (such as surveys);
  • Generate regional summaries of program progress and ensure these are with the MEL Manager in time for reporting deadlines;
  • Provide input and review of donor reports as requested by the MEL Manager;
  • Organise and co-facilitate regional reflection events to discuss regional progress and identify areas for further investigation;
  • Develop information products including case studies, video clips to share with the global team to demonstrate program achievements;
  • Identify areas of risk and improvement for the delivery of the MEL framework in this region;
  • Raise concerns of data accuracy or timeliness with the M&E Manager promptly; and
  • Support any evaluations or research studies being undertaken in the region to inform program approaches.

??About the Position

The Whitelum Group is working with Australian Volunteers Internationals (AVI) on the Australian Volunteers Program, by providing AVI with an independent MEL unit.  The MEL team will identify, gather, and analyse evidence of program progress in the short, medium and longer term. The team will also conduct research and evaluative studies to help inform program targeting and strategic direction. The MEL team has a critical function to support informed Program decision making, sharing learning and insight about what is working well and what is not, and to ensure evidence-based reporting to the Australian Department of Foreign Affairs and Trade.  The MEL approach will be directed by the Program Theory of Change and supporting MEL Strategy. The Strategy will be developed and led by the MEL Manager based in Melbourne who is supported by a MEL Coordinator. There will be four regional MEL Coordinators based in Fiji, Indonesia, Cambodia, and Sri Lanka.

The Australian Volunteers program deploys skilled Australians from diverse backgrounds to help build the capacity of people, organisations, communities and institutions in developing countries.   The program directly involves Australian citizens in the Australian Aid program providing benefits for Australia, Partner Organisations in developing countries (NGOs, humanitarian organisations, government agencies, private sector and United Nations agencies), and for the volunteers.
