Project Officer for Health Project (GAP)

CARE International in Vietnam is a Non-Government Organization representing the CARE International network in Vietnam since 1989. CARE in Vietnam’s Program Strategy is explicitly oriented around achieving impacts for particularly vulnerable and marginalised groups in Vietnam. To achieve this, we work with Vietnamese partners across sectors such as health services, rural livelihood development, disaster risk reduction and climate change adaptation. We recognise that women’s empowerment is a critical pathway for poverty reduction and place women and girls from marginalised population groups at the heart of our programming efforts.

CARE in Vietnam is looking for an experienced and qualified Vietnamese to fill in Project Officer for Health Project (GAP), base in Tay Ninh province.

Project Officer Position information:
Position title:            Project Officer – Health Project
Reporting to:            Project Manager
Contract:    6 months contract with possible extension
Base in:     Tay Ninh province

Position Summary
The project aims at providing opportunities to enhance the life skills of Female Garment Workers (FGW) employed in the Hansae TN factory producing GAP Inc goods in Tay Ninh province. The Project Officer is responsible to assist the Project Manager to carry out the all project activities in the Hansae TN including partner liaison, activity implementation, monitor, coaching, administration, financial and resource management  and reporting.

Duties

Under the direct supervision of the Project Manager, the Project Officer is expected to perform the following tasks:

1.    Facilitate the development and implementation of work plans with the factory;
2.    Ensure the overall quality of the implementation in Tay Ninh in accordance with project documents, quality and technical guidance, and contractual agreements;
3.    Contribute to develop all relevant training materials, facilitation guidelines and other necessary tool kits to ensure they are well adapted in the factory (considering adjustment to appropriate local languages and culture)
4.    Directly provide capacity building and strengthening to the factory’s project staff
5.    Ensure transition and handover process to the factory in terms of effectiveness and sustainability.
6.    Monitor project activities  to ensure the quantity and quality of work undertaken by the factory in the project sites;
7.    Collect, analyse and manage data and information to develop monthly and progress reports on project activities in the agreed formats;
8.    Liaison, coordinate with and provide technical supports to the factory staff in  training delivery in a timely manner;
9.    Keep weekly contact and maintain good working relations with the focal point of the Hansae TN factory in Tay Ninh province;
10.    Carry out all day-to-day project financial and administrative tasks including travel arrangements, procurement of goods and services, and maintenance of the project related documents;
11.    Provide logistical support as instructed by the Project Manager for all project training courses, workshops and events in the project site;
12.    Attend the relevant meetings on behalf of the project team as requested by the Project Manager;
13.    Arrange logistics for incoming donor missions, make appointments with project stakeholders.

Selection Criteria
•    Bachelor Degree in Social Sciences, Public Health, Administration,  Arts, and other equivalences
•    At least 1 year working experience in providing training and coaching on life skills for adults, young people, women, or girls
•    Good interpersonal communication, training and facilitation skills
•    Ability to work effectively as a team member and with minimal supervision
•    Good computer skills on Word, Excel, PowerPoint and e-mail applications
•    Familiarity with and commitment to gender equity and diversity
•    Good written and spoken English skills
•    Willing to travel and work over the weekend
