The GIZ Energy Support Programme is working with the Ministry of Industry and Trade (MOIT) on the development of the energy sector in Vietnam. The current technological focus is on solar power, wind power, bioenergy, energy access and energy efficiency. 

The Project Development Programme (PDP) is implemented by GIZ on behalf of the German Federal Ministry for Economic Affairs and Energy (BMWi) in the context of the German Energy Solutions Initiative. PDP supports the promotion of renewable energy (RE) technologies and energy efficiency measures as a feasible alternative to conventional power generation in emerging and developing countries. The programme is currently active in more than 15 countries, covering Africa, the Middle East and Asia.

By facilitating business partnerships and the exchange of experience and expertise between German and Vietnamese companies, PDP forms a vital basis for sustainable market, business and project development. It promotes market development in RE and energy efficiency technologies mainly through supporting the development of (1) reference projects. Further, it (2) provides information about frameworks, potentials, business opportunities and financing; (3) provides contacts, networking, and matchmaking between German companies, potential private sector partners and relevant public-sector stakeholders in the region; (4) identifies business opportunities in the context of public tenders and on the private market; (5) and training of local actors. For that purpose, Vietnamese-German business partners are advised on framework conditions, technical issues, business models and financing options.

Project Officer – Business Developer will be part of a truly multinational team working on three continents and support the planning design and implementation of project activities within PDP as well as carry out tasks concerning research and knowledge management. As his/her core activity, a position holder will assist the PDP country manager in Germany, in the planning, design and implementation of PDP activities according to the country roadmaps and plan of operation with a high degree of independence. She/He will carry out tasks regarding the identification of project opportunities, initiation of project development, contact management of German and local project partners as well as knowledge management all within the field of renewable energy and energy efficiency. He/She will work with both, private and public stakeholders. The work requires continuous exchange with and knowledge transfer to the global PDP team in all its implementation countries.

For the Project Development Programme (PDP), we are seeking for a qualified local professional for the following position:

Project Officer - Business Developer
Duty station: Hanoi or Ho Chi Minh City (after onboarding in Hanoi), Vietnam

Duration: 2 years contract starting from January 2019 with the possibility of extension

Main responsibilities:

  • Compiles information on renewable energy market and business opportunities in Vietnam
  • Works closely with the PDP country manager and third-party consultants on the analysis of solar PV potential in commercial and industrial sector
  • Prepares and carries out qualitative research, mainly to identify project opportunities
  • Has an up-to-date market overview for RE and Energy Efficiency technologies and advises German and local companies as well as public stakeholders on the application potential
  • Proactively builds networks within industry and identifies project opportunities and future project partners with promising ideas and development potential
  • Drives the development of initial projects leads with perseverance and highly independent
  • Acts as a facilitator for RE project development: supports and advises stakeholders and potential partners in the process of generating, structuring and formulating project ideas and concepts
  • Works closely with local banks, auditors and regulatory authorities
  • Manages administrative procedures within the GIZ country office, such as contracts with third parties, travel bookings, visa procedures and others
  • Represents PDP in regional conferences, workshops, seminars and relevant events in collaboration with the project coordinator

Minimum requirements:

  • University degree in energy, engineering, economics or related field
  • Knowledge in renewable energy
  • At least 5 years of working experience in industry or engineering, preferably in project development, business development, market development, preferably in the energy sector
  • In-depth experience in project development is a prerequisite
  • Renewable energy project development is a plus
  • Existing network within the RE and/or Energy Efficiency industry and/or any other industry with high energy consumption is a plus
  • Excellent networking skills
  • Strong organizational competence, administrative and event organization experience is a plus
  • Highly motivated to work in a multicultural environment
  • Willingness to travel abroad and to project sites across the country
  • Full proficiency in information technologies as well as Vietnamese and English
