Project Officer

The NLD project is seeking a project officer to support on-going project implementation and monitoring of activities with six government partners. The position is time-limited for 1 year with possibility of renewal. Location of work is in Hanoi.

Project description

The NLD Project is a five-year project (2013-2018) supporting the Government of Vietnam in the reform of legislative processes. The project partners are the Ministry of Justice (lead partner), the Law Committee of the National Assembly, the Office of Government; the Ministry of Finance, the Ministry of Agriculture and Rural Development, and the Ministry of Industry and Trade.

The NLD in Vietnam supports four components of the law-making process: 1) planning, 2) policy analysis, 3) legislative drafting, and 4) legal systematization and codification. The project supports the implementation of the Law on Laws, adopted in 2015, and focuses on legislation with an impact on economic development.

The project is funded by Global Affairs Canada and implemented by the Canadian Bar Association (CBA) in collaboration with partners.

Job description

The project officer will support the implementation of the NLD projet delivery strategy with reference to the Project Field Manager.

The project officer will be responsible for planning activity proposals with partners and Canadian specialists, delivering workplans, following schedules, supervisising budgets and drafting progress reports and other reports as requested.

Responsibilities include, but are not limited to:

  • Daily support to Project Management including administration, financial approval, technical and substantive project results;
  • Developing work plans and terms of reference (TOR);
  • Monitoring project progress against annual work plans and agreed budgets;
  • Preparing quarterly and annual progress reports;
  • Preparing qualitative and substantive progress reports as required;
  • Plan activities, identify procedures for project evaluation, data collection and project implementation;
  • Coordinating with all project partners, the Technical Advisroy Team (TAT) and the Programme Management Unit (PMU).
  • Coordinating with the project implementation agency (CBA);
  • Assisting in developing the annual work plan with cost estimation;
  • Monitoring various initiatives in the legal reform sector;

Qualification and Experience:

  • Bachelor or Master Level Degree in Law with at least 5 years of working experiences with state institutions, development projects, or business law firms;
  • Knowledge of project planning and implementation;
  • Knowledge of the Ministry of Justice and key partners programmes;
  • Development Assistance experience, preferably related to legal reform strategies;
  • Knowledge of policy development and law-making issues;
  • Knowledge of result-based management techniques, approaches and reporting would be an asset;
  • Knowledge of government administration and decision making processes would be an asset;
  • Team building skills;
  • Fluent in English in speaking and writing.
