Project Officer

Paz y Desarrollo (PyD) is a Spanish iNGO that jointly manages The Love Journey (Hanh Trinh Yeu Thuong): Danang Schools-based Gender Equity and Gender Violence Prevention Project with the Danang Department of Education and Training. The objective of the project, the first initiative of its kind in Vietnam, is to prevent gender-based violence before it occurs. PyD is doing this through a primary prevention strategy by encouraging gender equitable attitudes among boys and girls, promoting critical reflection on harmful gender stereotypes and building key relationship and life skills. Key influencer groups at different levels are also being involved to create an enabling environment for boys and girls participating in the project.

The Love Journey’s violence prevention curriculum has been adapted from the Gender Equity Movement in Schools project from the International Centre for Research on Women (India).  This curriculum, along with student led campaign activities, are now being piloted in ten Danang secondary schools with preadolescent boys and girls (11-14 years of age). PyD project staff regularly support and provide capacity building to Department of Education officials, school management boards and teachers to implement the learning programme.

PyD Vietnam is now looking for a qualified candidate to fill the position of Project Officer for a schools-based prevention of gender violence project in Danang.

1.  Assignment Title:       Project Officer

2.  Type of Assignment: Full time

3.  Project Title: Hanh Trinh Yeu Thuong (The Love Journey, or HTYT in short): Danang Schools-based Gender Equity and Primary Prevention of Gender-based Violence Project.

4.  Duration:       Expectedly from 1 March 2014 until 30 June 2015 with a provisional period of 2 months starting from March 2014.

8.  Description of tasks:

Under the direct supervision of Paz y Desarrollo, the Project Officer will undertake the following tasks:
T1 – Technical supervision of activities

T1.1 – Implementation of project curriculum on primary prevention of GBV

  • Oversee and contribute to the revision and adaptation of the project curriculum;
  • Contribute to the review of campaign activities in schools;
  • Contribute to the identification and development of teaching aids for teachers, including visual aids, stories, games and equipment;
  • Develop implementation and observation plan with schools; and
  • Provide technical support to schools and teachers when required.

T1.2 – ‘The Love Journey’ – Student led-campaign

  • Support schools in preparing content regarding gender issues and monitoring; and
  • Support schools in establishing and developing “The Love Journey Corner”.

T1.3 – School-wide and interschool campaign

  • Develop activity, activity proposal and budget for school-wide and interschool campaign;
  • Deliver capacity building to teachers for facilitating student-led campaign activities;
  • Contribute to the development of M&E tools;
  • Co-plan with DOET and schools for the school-wide and interschool campaign;
  • Monitor and provide guidance on implementation of campaigns; and
  • Develop campaign report.

T1.4 – Ongoing capacity building program for master trainers and core teachers

  • Develop TORs and facilitate the capacity building/ recruitment of consultants to provide capacity building for master trainers and core teachers;
  • Contribute to the development and revision of the ongoing capacity building strategy for master trainers and core teachers;
  • Coordinate between DOET and consultants to develop training agendas and work plans;
  • Support DOET with preparation and organization trainings;
  • Participate and monitor the training for master trainers and core teachers;
  • Contribute to the development and revision of the training reports; and
  • Contribute to re-define the roles of master trainers and core teachers in the project in consultation with DOET.

T1.5 – Ongoing capacity building program for teachers

  • Develop TORs and facilitate the capacity building/recruitment of consultants
  • Support DOET with preparation and organization trainings;
  • Contribute to the development and revision of training plans;
  • Participate and monitor the training; and
  • Contribute to the development and revision of the reports.

T1.6 – Safe school policy: gender equity and non-violence

  • Support DOET to finalize a safe school policy on prevention of school violence and gender equity and collect feedback from schools’ consultation;
  • Contribute to developing a mechanism for implementing and monitoring the safe school policy in secondary schools.
  • Support DOET to document the best practices and scale up the policy in other schools in the city.

T1.7 – School-based counseling services

  • Monitor regular meetings and reporting of school counseling teams
  • Update counseling data into database

T1.8 – Project website and database update

  • Upload project information and documents on website monthly
  • Facilitate and respond to web forum discussions with teachers, parents and students daily
  • Summarize project events and activities on the news section weekly
  • Carry in restoring and maintaining the database including updating and organizing information for renewal of Web pages;

T2 – Monitoring and reporting of activities

T2.1 – Monitoring

  • Observe and monitor training for master trainers and core teachers;
  • Observe and monitor training for teachers;
  • Observe campaign activities in schools;
  • Monitor the school-wide and interschool campaigns;
  • Assist consultants in evaluating and doing research on project implementation focused on school-based GBV primary prevention;
  • Collect data for monitoring and evaluation of project activities; and
  • Monitor the disbursement of funds for activities that fall under PO’s responsibility, including DOET-PyD implemented activities.

T2.2 – Reporting

  • Support DOET to prepare plans and reports for responsible activities;
  • Supervise and follow up with the submission of reports from external consultants; and
  • Prepare reports for implemented activities and game player data.

T3 – Administration

  • Support DOET to prepare budget and liquidation for responsible activities;
  • Initiate and review the content of official correspondence to partners related to responsible activities; and
  • Provide translation support (English-Vietnamese, Vietnamese-English) when required
  • Draft project memorandums of understanding and agreements, official documentations, TORs, advertisements and contracts;
  • Support in preparing project budgets and make modifications to existing budgets when required;
  • Prepare for receiving external visits to project
  • Record and file project incoming and outgoing correspondence;
  • Other tasks assigned by PyD.

9.  Results/expected output:

  • Curriculum regularly revised and adapted and teaching aids largely used in schools during the school year;
  • Teacher facilitated sessions of The Love Journey learning program observed and focus groups conducted with students;
  • School-wide and interschool campaign planned, implemented and reported;
  • “The Love Journey corner” implemented, monitored and reported in 10 schools;
  • Training for master trainers and core teachers conducted for them to facilitate and coach teachers in 20 new schools in curriculum and campaign implementation;
  • Safe school policy finalized and disseminated to schools;
  • Mechanism established to implement and monitor the safe school policy package in secondary schools in Danang;
  • Quarterly and regular meetings monitored among teachers, parents and educational managers conducted;
  • Internal evaluation, final evaluation, photo voice and qualitative research conducted in 2014; and
  • Reports for all activities under PO’s responsibility submitted 01 month after implementation

10.  Qualifications/ requirements:

Competencies

  • Excellent communication skills in English and Vietnamese.
  • Computer proficiency, including working knowledge of MS Office products (Word, Excel, PowerPoint), web-based management systems required

Education:

  • University degree in foreign language (English or Spanish), public administration, public health, social sciences, development or other relevant fields.

Experience:

  • More than 3 years of working experience with international NGOs and more than 2 years working in the position of project officer or project coordinator in development project.
  • Previous working experience and background on gender-related issues and education.

Skills:

  • Flexibility and adaptability with good communication and interpersonal skills.
  • Strong analytical skills.
  • Maturity of judgement, tact, integrity and discretion.
  • Ability to establish effective working relationships with people of different nationalities and cultural backgrounds.
  • Ability to work independently and to maintain flexibility in working hours; Punctual.
  • Stress and time management skills, can work under pressure.
  • Well-developed work ethics

11.  Living conditions:

The duty station is Da Nang City, Vietnam, but the assignment may require regular travel within the city. The salary is competitive depending on the experience and qualifications of the selected candidate.

12.  Conditions of service:

An annual extendable contract will be signed given satisfactory performance and availability of funds.
