To strengthen Vietnamese women financial capabilities, the Vietnam Women’s Union - VWU is a key partner of GIZ-RFPI Asia (Regulatory Framework Promotion of Pro-poor Insurance Markets in Asia). The two parties propose to jointly design and implement a cooperation initiative to improve financial literacy measures with a focus on risk management and inclusive insurance amongst its members. Deeper financial knowledge is needed to be able to benefit of – and prevent the risks – of the rapid changing economic and financial environment in the country. The development of a tailor-made awareness and a financial literacy campaign will enhance women’s financial behavior and attitudes. The latter will also improve financial decision-making
processes and thus contribute to the members’ welfare and that of their families. Moreover, such an initiative will add to VWU impressive work as a pioneer hub for enhancing further financial knowledge of Vietnamese women.

The VWU has the willingness and power to advance in a joint project with GIZ-RFPI Asia to bring about change and demonstrate tangible results in the financial literacy and awareness level of their members and beyond. The VWU counts on an extensive communication network that includes radio, television and print media. This allows them to extend their reach beyond their members to the wider Vietnamese population.

GIZ-RFPI Asia has gathered significant experience in the area of financial literacy, in particular insurance literacy and insurance awareness. An important lesson learnt is the need to make financial literacy programs tailor-made to the specific needs of women for risk protection. Additionally, the financial sector is recognizing increasingly that the client profile of women is different from men, due to their gender-diverse life cycle needs and associated risks, resulting from cultural norms, socio-economic patterns and biological differences. Addressing these needs of women’s client segments present a market opportunity for insurers and intermediaries. To seize this opportunity will require gender differentiated product and distribution strategies, as well as support on an awareness and financial literacy campaign.

The Project requires a qualified local professional for the position of:

Project Officer “RFPI”
Duty Station: Hanoi, Vietnam
Duration: Possible starting from 11. June 2018 for a first 6 months with possible extension

Main Responsibilities

  • Work in close coordination with the appointed GIZ RFPI Senior and Local Consultants in the   preparation and implementation of the financial awareness and literacy campaign in the area of (micro) insurance in a selected location.
  • Provide support in the logistic arrangements related to the financial awareness and literacy campaign in the area of micro insurance, including:
    • Identification of the different stakeholders and attendees;
    • Invitation process and follow up;
    • Preparation of all required material (printing of brochures and/or flyers, poster, etc.);
    • Others
  • Cooperate with editing of the specific material (brochure, flyer, poster) to be used during the financial awareness and literacy campaign
  • Collaborate with the Senior Consultant in the evaluation of the financial literacy training for VWU staff.
  • Take follow-measures after the first training has been delivered

Minimum requirements

  • Minimum of a Bachelor’s (Master’s degree is an asset) in Social Studies or related field
  • At least 3-5 years of relevant work experience in the area of (micro)insurance
  • A minimum of 3 months abroad, either by way of work experience or university studies
  • Language skills: Vietnamese as a mother tongue; fluency in English
  • Excellent command of MS-Office and, in particular, professional communications software
  • Excellent writing style both in Vietnamese and English
  • High degree of flexibility and dynamic work ethic
  • Autonomy / Self-Management
  • Results-oriented
  • Team spirit, while at the same time possessing the necessary assertiveness to produce good results
  • Excellent communication skills
  • Willingness to travel on short trips, at least within Viet Nam
  • Existing active network in Vietnamese media is an asset
