POSITION SUMMARY:

Duration: One year (with possibility of extension based on performance and funds availability)

BACKGROUND:

Friends for International Tuberculosis Relief (FIT) is a registered non-profit organization working in the field of tuberculosis (TB) prevention and care, service delivery, research, technical assistance and advocacy. FIT is a young, dynamic and growing organization. FIT now has over 25 office-based staff, with an additional 300 supervisors and health workers spread across multiple cities in Viet Nam. We work in close collaboration with Provincial and National TB Programmes and other in-country partners to implement projects funded by the European Union’s Horizon 2020 program, the Stop TB Partnership’s TB REACH initiative, Centers for Disease Control and Prevention, UNITAID and Johnson & Johnson. We have also have multiple active research partnerships, including with the Liverpool School of Tropical Medicine in the UK, the Karolinska Institutet in Sweden, the KNCV Tuberculosis Foundation in the Netherlands, and Ceres Nanosciences and SureAdhere Mobile Technology in the United States. FIT staff have also supported the implementation of other TB programs in South and Southeast Asia, and represented Viet Nam at multiple regional and international forums on TB technical assistance. Finally, FIT has represented civil society organizations from Viet Nam at regional events and at multiple events in the lead up to and during the United Nations High Level Meeting on TB in New York City.

In August 2018, the Stop TB Partnership announced funding for a new project in Viet Nam which will intensively organize 90 mobile chest X-ray screening events on weekends targeting groups with higher risk of TB, such as older people (aged 55 years and over), across three districts of Ho Chi Minh City. The project will combine gender-sensitive community outreach approaches with a highly sensitive screening and diagnostic algorithm to ensure a large number of people with TB who were previously missed by government health services are detected, treated and cured. In addition to these enhanced service delivery activities, several operational research projects are planned, including an evaluation of computer aided reading software and a new urine-based TB test. This position will be contracted to work 5 days per week, but events will take place on the weekend.

PRIMARY RESPONSIBILITIES:

Programmatic management

  • Help develop guidelines and Standard Operating Procedures (SOPs) for the project;
  • Support training and capacity building of project staff, particularly in relation to standard operating procedures and processes specific to PROPER CARE, FIT, HPHA, and other partners;
  • Help to design a performance-based incentive scheme for project staff (who primarily work on weekends at mobile events);
  • Recruit field staff to implement project activities at mobile events (on weekends);
  • Support training and capacity building of project staff, particularly in relation to SOPs;
  • Contract vendors for procurement of goods and services, including but not limited to rental of X-ray trucks, medical equipment, printing services, etc;
  • Engage with external partners (including the national, provincial, district and commune levels of government health services) to gain approvals and support for active case finding activities in Districts Go Vap, 12 and Binh Chanh of Ho Chi Minh City;
  • Oversee all TB screening and testing activities at mobile X-ray camps and ensure the linkage of all people with TB to appropriate treatment (and notification) in a timely manner;
  • Ensure SOPs are followed and troubleshoot issues with data collection and quality, including on-site retraining of health workers on SOPs and data collection tools;
  • Coordinate the collection of project and NTP data in collaboration with the M&E team for stakeholder and donor reporting;
  • Liaise with public sector healthcare staff to improve data collection practices, improve scale-up of project interventions, maximize TB case detection and reduce loss to follow-up;
  • Communicate effectively and maintain strong working relationships with HPHA, the Peoples’ Committees, District Health Centers, District TB units and other partners;
  • Facilitate and accompany (when necessary) project site visits by international visitors;
  • Ensure effective, timely responses to key stakeholder inquiries and concerns;
  • Ensure that all project administrative documents are accurately updated and maintained;
  • Provide regular status update to supervisors and other key project stakeholders;
  • Attend periodic meetings with HPHA and FIT to report project progress.
  • Maintain detailed notes on project activities;
  • Create and review reports (English) and other project deliverables to international stakeholders;
  • Coordinate with Finance & Accounting (F&A) department and administration to monitor project budgets and prepare finance reports based on generally accepted accounting principles, FIT guidelines and donor requirements;
  • Meet quarterly reporting deadlines;
  • Support dissemination through data analysis, write-up and presentation of results.

QUALIFICATIONS:

Academic credentials

  • Bachelor’s degree in a field related to health, epidemiology, development, or management is required
  • Master’s degree preferred

Work experience

  • Minimum 5 years of relevant work experience required
  • Minimum 2 years of project management experience required
  • Health-related work experience is strongly preferred

Professional qualifications

  • Self-motivated, independent working style
  • Experience with personnel management
  • Experience with working in collaboration with government health officials is desired
  • Able to independently write reports and create presentations

LANGUAGES REQUIREMENTS:

  • Fluency in Vietnamese and English (both written and verbal) is required
