Job title: Project Field Coordinator
Location: Quang Tri, Vietnam
Project Title: “Capacity Development for a More Inclusive and Equitable Growth, Greater Mekong Subregion” - EWEC Project
Starting Date: In November 2014
Job Summary: The position holder will provide critical support to the Supervisor for the effective implementation in the following areas; and in some intervention areas, he/she will take the leading role:
- Coordinate the implementation of the project programs/ activities in the field
- Develop and maintain the partnerships with local partners and development partners
- Efficient management of the project budget
- Effectively manage the M&E work and reporting
- Effective and timely communication and collaboration with other MI Departments
Reporting to: Local Economic Development (LED) Specialist
Position Type: Vietnamese national post, full?time (5 working days/week).
Contract duration: Until 31 December 2015, with possibility of extension
Background information
To promote equitable and inclusive growth in the GMS, the Mekong Institute (MI) in partnership with the Swiss Agency for Development and Cooperation (SDC) has been implementing the Regional and Local Economic Development Project “Capacity Development for a More Inclusive and Equitable Growth, Greater Mekong Subregion (GMS)” in six border provinces along the East-West Economic Corridor (EWEC) of the GMS. The development result of this project is to contribute to rapid local economic development and inclusive growth through support to rural and border area development in such a manner that provides employment and increases the earnings of low-income groups. It also seeks to increase mobility along the EWEC, especially across borders, so as to enable rural communities, including ethnic groups and women, to gain access to markets, employment opportunities, and business development services. Quang Tri is among 6 border provinces along the EWEC where the project targets. The project duration is from 2013 to 2018.
In the pilot phase of 2014-2015 in Quang Tri province, the project targets its support to the development of the coffee value chain in Huong Hoa district and the regional and local economic development interventions. In the coffee value chain development, the project focuses on improvement the coffee productivity and quality, empowerment of the poor and ethnic farmers through formation of farmer groups, strengthening the collaboration and cooperation among coffee SMEs and their links with other coffee actors and stakeholders via operational coffee association, and development and management of the Khe Sanh Coffee Collective Brand. In promotion of the regional and local economic development, the project has been carrying out different activities in the province such as capacity development on the approach of Local Economic Development for provincial and district government staffs and conduction of an analysis on cross-border trade for agricultural commodities. MI partners with different local partners including Quang Tri Departments of Industry and Trade, Agriculture and Rural Development, Planning and Investment, Science and Technology, Quang Tri SME Association and Cooperative Alliance, etc and institutional organization such as Hue University.
Key responsibilities
- Coordinate the implementation of learning programs, workshops, structured learning visits and field activities under assigned areas
- With technical assistance of subject matter experts, support the continuous improvement of training program delivery specifications to ensure that high quality training contents and methodologies are delivered together with qualified resource persons (session planning, resource persons, field visit sites, facilitators, online training packages, etc
- Support the Team Leader/Lead Facilitator, by coordinating with subject matter experts to arrange facilitation of all training sessions under thematic area. This includes working with resource persons in preparing session plan and training materials, facilitating learning activities and making synthesis /evaluation of each training session/module
- In coordination with M&E Officer, design training evaluation form, administer pre-test, post-test, and on-line evaluation system
- Make contributions to project completion report, evaluation report and post training follow up activities in accordance with MI standard and/or as required by development partners
- Liaise with MI Coordinating Agencies, government officials, local partners, development partners and collaborating agencies
- Contribute to information releases on thematic area for MI website and contribute to MI publication (Mekong Connection, Course Design Statement, Brochures, etc)
- In collaboration with MI local partners, support the conduct of research on emerging issues related to thematic area and develop case studies to be used in training programs
- In coordination with the MI Communication and Knowledge Management (CKM) Program, supervise Facilitators to complete consultant database
Qualification requirements:
- Master degree in Rural Development, Economics, Agriculture or related field
- Solid knowledge of project management systems and principles
- Experiences in working with and through local partners are preference
- Proven ability to work in a team
- Proven ability to communicate in English language in written and spoken form
- Proficient user of all Microsoft Office applications
- Ability and willingness to travel remote project sites in Vietnam and international trip within 6 GMS countries
