Employment Opportunity for a Project Coordinator
To be based in Ho Chi Minh City:

Major Duties: Under the overall supervision of the Chief of Mission IOM Vietnam based in Hanoi (CoM), the Project Coordinator will work under direct supervision of the Head of Office (HoO) in Ho Chi Minh City, and the Head of the IOM Vietnam Programming, Project Development and Implementation (PPDI) Unit (based in Hanoi).

The Project Coordinator will assume several responsibilities at Project Unit with the main aim to lead the project implementation team and to ensure that the mission adheres to the IOM Project Development and Implementation. S/he will also provide support in planning and formulating initiatives and project ideas for the Southern part of Viet Nam. S/he will keep the CoM, HoO, and the Head of PPDI-unit informed on the status of implementation of each project. More particularly, the Project Coordinator will:

1.Coordination and implementation of projects assigned

  • Independently provide full range of project management and implementation assistance at all phases of the project cycle, seeking guidance only in exceptional circumstances;
  • Maintain necessary partnerships according to project work plan;
  • Conduct monitoring visits to project sites and other TDY upon request to ensure timely implementation;
  • Ensure compliance with project reporting requirements (both narrative and financial) in a timely manner;
  • Identify project implementation issues/problems and reports to senior managers (COM/HoO/Head of PPDI) in a timely manner with recommendations/solutions;
  • Assist in the planning and coordination, and making necessary arrangements for project field trips, conferences, meetings, and presentations.

2.Responsibility for the liaison with the external partners for coordinating implementation activities

  • Maintain positive relations with relevant governmental, non-governmental entities as well as other international organizations and local NGOs on programmatic issues;
  • Track, compile, analyse, and present information on new developments and on relevant trends/ policies in the field of migration and more particularly in the field of counter-trafficking, gender-based violence, climate change or AVRR for consideration by CoM and HoO;
  • Assist in the fundraising activities with the relevant donor communities;
  • Attend meetings and events on behalf of IOM as authorized by the Head of Office;
  • Draft speeches and undertake translations and/or interpretation upon request.

3.Leadership of the project Unit

  • Maintain oversight of the operation of the Unit and implementation of all projects assigned;
  • Provide guideline and/or direction for colleagues in the Unit;
  • Recommend appropriate training for staff development;
  • Initiate efforts to ensure smooth coordination and communications between the Project Unit in the HCMC Office and the Program Team in Ha Noi;  
  • Provide guidance and support to assigned interns.

4.Plan and formulation of initiatives and project ideas

  • Provide inputs and suggestions to contribute to the drafting of new project proposals and program strategies.

5.Other duties

  • Perform such other duties as may be assigned. 

Education/Experience Required: 

  • Bachelor or Master Degrees, at least seven year experience in law, development or related field and managing projects;
  • Knowledge and experience in results-based monitoring and evaluation required;
  • Good financial management skills required;
  • Have a good established network with local NGOs, government authorities;
  • Excellent communication, facilitation, presentation and negotiation skills;
  • High level of proficiency in both Vietnamese and English;
