Project Coordinator

Handicap International is active in Viet Nam since 1992. The organization’s vision is of a world in which all forms of disabilities can be prevented, cared for or integrated, and in which the rights of people with disabilities are respected and applied. We are currently seeking a qualified and motivated person, Vietnamese nationality, to work in Binh Thuan province in the position of  PROJECT COORDINATOR IN BINH THUAN

Position type: Full time, contract term corresponds with project lifespan.
Location: Binh Thuan-based, with regular travel to project sites in 3 districts of Binh Thuan.
Interfacing: The Project Coordinator reports to and is supervised by Direction Board on project activities, administration and financial issues.

Job Summary:
- Facilitate daily administrative and financial management of the provincial out-reach component
- Follow-up on the project out-reach component and activities in support to the staff of the project
- Facilitate interaction and communication between project partners and project staff

MAIN TASKS & RESPONSIBILITIES:

General responsibility:
The Project Coordinator  will ensure the good operational running of the project and facilitate the day-to-day function of the project office. S/he will:
- Manage the project cycle with effectiveness under the supervision of the HI-VN Direction.
- Consult the Direction on the local context of the project and potential opportunities for strategic development.
- Establish a regional network with other HI projects in the same theme/field.

Specific responsibilities

1.Strategic Management
-  Participate in the discussion on global strategy definition of HI-VN
- Develop the Operational Plans (OP) based on the BCC
- Communicate the HI-VN internal rule to the  project team
- Collect information if relevant for project development/outlook

2.Project management
- Project planning
- Review and revise planning whenever the needs occur
- Fund raising
- Establish networking for possible local funds
- Project implementation
- Implement project activities after validation of OP by the Direction
- Conduct regular participatory planning meetings with all stakeholders for quality control and adequacy of the project strategy.
- Ensure good communication between team and partners
- Select and disseminate technical communication between HI, NGOs, team and partners
- Identify needs for further or specific training, equipment, external support, and elaborate terms of reference
- Organize the training in Vietnam and abroad as defined by proposals, and organize the complementary if necessary
- Project monitoring & reporting
- Prepare weekly planning and updates to share within HI-VN
- Follow up, spot check on-going activities for quality control
- Prepare periodical reports: donors reports, internal reports (annual reports, information for website, newsletter…)
- Update indicators, achievements, activities and results according to the project LogFrame
- Manage the statistical outcomes of the project
- Project Evaluation
- Evaluate the project’s activities periodically
- Identify with partners the possible re-orientation of the project

3.Communications
- Internal communications
- Act as a link between the project and the Handicap International direction board, as well as with other HI administrative departments at HANOI office
- Act as a link between other projects implemented by Handicap International in Viet Nam
- Communication with Technical support at HQ
- External communications
- Communicate with mass media for publicity of HI-VN image
- Represent HI and the project in different seminar in the region
- Link between projects at the same field in the region.
- Inform partners and potential partners about HI
- Redaction of activities reports
- Interpret in meetings or during missions when necessary and appropriate
- Establish relationship and meetings with other NGOs

4.Team management
- Prepare job profiles for project staff and short term consultant
- Validate the IAP to coordinator’s assistant and project consultants
- Implement HI-VN policy training
- Prepare and lead the periodically internal office meetings
- Manage the project team delegation of task and responsibilities (monitoring, supervision, evaluation)
- Manage team communication to prevent and solve possible conflicts
- Develop team building activities when appropriate and possible
- Manage consultants

5.Financial management
- Elaborate operational budget with comments and explanations: direct costs for the operations and functioning cost for the project office
- Review the Operational Plan with team
- Monitor the daily expenditure, monthly accountancy and bank follow-up (monthly forecast to HI VN office)
- Monitor the project expenses, by using the HI follow-up tools, justify the variations.
- Make sure all procedures are followed, according to both HI, Vietnamese rules and donors rules
- Identify complementary local funding possibilities linking with Communication coordinator
- Write intermediary and final financial reports

6.Logistics management
- Initiate the purchasing of equipment according to Operational Plan (OP)
- Supervise the purchasing process conducted by the project assistant
- Conduct the handover process of equipment after purchasing
- Coordinate with the Support office for necessary advice or support
- Follow up on the use of equipment after handover
- Supervise the maintenance of office and project inventory

General term:
Apart from the specific terms stipulated above, with his/her common sense the employee will be willing to take on other tasks within his/her capacities in the event of emergency.

Selection Criteria and Qualifications
- University graduate in social sciences; certificates in accounting.
- A minimum of three years’ experience in administration, accounting, preferably in the NGO circle.
- Good presentation, negotiation and interpersonal skills;
- Fluency in English (>IELTS 5.5 or equivalent) and Vietnamese, both verbally and in writing;
- Computer literate and effective abilities in Word, PowerPoint, Excel;
- Ability to work independently, exercise judgment, meet deadlines and work under pressure;
- Sensitive to needs of marginalized population and people with disabilities;
- Communicating in a credible and effective way;
- Ability to travel frequently to project sites.
