Job organizational context

Viet Nam, as a lower middle income country since 2010, is at critical juncture in its development journey, especially under the new Sustainable Development Goals (SDGs) framework which provides a strengthened partnership platform for supporting Viet Nam's efforts towards achieving key national priorities. With the increasing national capacity to invest its own resources in sustainable development UNICEF see the need to offer stronger child-lens in both risk-informed programming and child-centered disaster risk reduction as key drivers for sustainable development, upstream advocacy and technical assistance to eliminate barriers and bottlenecks across sectors such as Child Survival and Development, Protection and Participation, including Water, Sanitation and Hygiene (WASH).

The incumbent Programme Specialist (Disaster Risk Reduction (DRR)) NO-C is expected to accelerate the orientation on child-centered disaster risk reduction agenda in Viet Nam as outlined in the Country Programme Document (CPD) 2017-2021. Building on the solid results of the recent UNICEF-supported humanitarian assistance in response to the drought and salt water intrusion crisis (focussed on WASH and nutrition), child-centered disaster risk reduction has been identified as a key national priority and a driver for implementing the Sendai Framework. Based on the Joint MARD (Ministry of Agriculture and Rural Development)-UNICEF Vision and Positioning Note on Child-Centered Disaster Risk Reduction in Viet Nam, partnership between MARD and UNICEF has been strengthened, leading to the development of a cooperation programme. Moreover, UNICEF has been designated as the Chair of the Disaster Risk Reduction for Resilience Joint Result Group within the UN One Strategic Plan 2017-2021.

As such, child-centered disaster risk reduction is emerging as a priority cross-sectoral programme area in Viet Nam. The position thus is expected to contribute specifically to the design, risk-informed planning, implementation, monitoring and evaluation of the cooperation programme on child-centered disaster risk reduction with MARD, ultimately leading to the strengthened resilience among communities and children towards climate-change related natural disasters.

Purpose for the job

Provide programme planning, policy and technical assistance, effectively coordinated across programmes for implementation, monitoring and documentation of UNICEF supported child-centered disaster risk reduction initiatives. Ensure establishing linkages and coordination with respective programme sections of Health, Nutrition, WASH, Education, Child Protection, and Communications for Development to meet to the programme component objectives of the CPD. The position is also expected to facilitate the associated internal and external cross-sectoral programme and planning initiatives to strengthen UNICEF's delivery of key results in child-centered disaster risk reduction, including in the context of One UN and the leadership of UNICEF within the DRR for Resilience Joint Results Group.

The incumbent will report to the Chief of Social Policy and Governance that has been designated as a lead section for child-centered disaster risk reduction.

To qualify as a champion for every child you will have…

Education: Advanced university degree in one of the disciplines relevant to the following areas: Public Health, Environmental Science, Social Sciences, International Relations, Public Administration, Public Policy, Social Policy, Social Development, Community Development or a field relevant to development assistance.

Experience:

  • Five years of progressively responsible professional work experience in the United Nations or other international development organization, national government or the private sector.
  • Background/familiarity with Emergency (preparedness and response), and inter-agency work.

Language Requirements: Fluency in English and Vietnamese.
