Programme Officer

CBM is an international development organisation with expertise in Disability and Inclusive Development and works through government and non-governmental partners for the empowerment and full inclusion of persons with disability.  CBM commenced its mission in Viet Nam in 1982.  Project support is provided in three main areas: prevention of blindness/comprehensive eye care, community based rehabilitation (CBR) and inclusive education.
The key function of the CBM Programme Officer is to contribute to the implementation of CBM’s strategy through performing daily management and development of current partnerships, projects and contracts, providing input and recommendations on activities when necessary, in compliance with CBM standard working procedures. 

The position holder will report to the Country Representative of CBM Country Coordination Office in Viet Nam.

LOCATION: Ha Noi, Viet Nam
SCHEDULE: Immediate appointment until June 2012 with the possible of extension subject to availability of funds

DUTIES AND RESPONSIBILITIES:
Project Management
1) Develop plan, support and implement projects under his/her care including monitoring and evaluation of partners and projects in consultation with Country Representative and/or advisors. 
2) Conduct project visits/evaluation and develop ToR.
3) Screen and evaluate new project proposals and submit the potential ones to Country Representative for his/her consideration.
4) Alert Country Representative of potential problems or development opportunities with a (group of) partner(s).
5) Ensure projects comply with CBM regulations and guidelines for budget applications, fund allocations, submission of reports/information in a timely manner.
6) Evaluate on the statistics data and submit any clarification requests to projects.
7) Monitor and inform Programme Assistant on financial matter related to projects activities.
8) Promote CBM disability inclusive development.
Capacity Building
1) Plan and assist in the preparation and organization of Project Cycle Management (PCM) workshops for projects in collaboration with Country Representative.
2) Provide guidance to partners/projects in improving financial matters.
Networking and Alliance Building
1) Represent CBM at project-related conferences, workshops and seminars and actively maintain a relevant network in or related to the assigned country.
2) Liaison with CBM IO, MA, partners, projects, advisors and national offices in CEARO region.

EDUCATIONAL BACKGROUND AND WORK EXPERIENCE
- Graduate of any four-year bachelor in science/arts degree from a reputable university
- Preferable three years experience in project management, preferably in the field of health and/or disability in an international NGO
- Previous involvement of AusAID or related agencies is an advantage

SKILLS AND PERSONAL QUALITIES
- Can handle assigned tasks independently with minimum supervision
- Flexible, resourceful and actively responds to different circumstances
- Capable of working under time pressure and can manage stress
- Confident in dealing with people from different backgrounds
- Open to travel within Viet Nam and internationally
- Experience in social work, project management or community development
