Programme Coordinator

We are looking for a: PROGRAMME COORDINATOR (PC)

Job Purpose: The PC provides leadership, strategic steer and ensures program development, as well as operational management to a part of the Oxfam programme focusing on Sustainable Development and Responsible Investment in the region. The PC supports the operation of the Trans boundary Responsible Business (TBRB) in the region within its specific area of responsibility and coordinate with other programme managers to ensure Oxfam delivers its strategy. The PC will report to land governance specialist.

The PC is based at Oxfam office in Cambodia, Laos, or Vietnam, with frequent travel in the Mekong region.

Overall Responsibilities

The PC provides leadership, strategic steer and ensures program development, as well as operational management to a part of the Oxfam programme focusing on Sustainable Development and Responsible Investment in the region. The PC supports the operation of the Trans boundary Responsible Business in the region within its specific area of responsibility and coordinate with other programme managers to ensure Oxfam delivers its strategy.

Operational Management

  • Coordinates with country focal points to implement the programme, while ensuring optimal collaboration, task division and joint learning
  • Ensuring work plans for the trans-boundary agribusiness
  • responsible land governance programme (thematic and geographical area specific) are developed in line with the approved programme strategy.
  • Ensuring work plans are followed adequately, phased budgets are spent and managed in line with the financial management systems, key lessons learned from operational plans, cross learning between different area and sector teams is facilitated, and finally to celebrate achievements.
  • Ensuring appropriate technical assistance is provided to the project.
  • Support private sector and land governance country focal persons to ensure that partners are delivering on their commitments.
  • Ensure the respect of the partnership principles.
  • Ensures complementarily and collaboration between partners in view of reaching programme objectives.
  • To support the manager to ensure that targets as approved in the quarterly work plans are being achieved with minimum programme standards agreed with the team, partners and allies.
  • Compliance with organisational and back donors’ systems and requirements, including responsible for quality and timely management reporting (financial and narrative) on monthly and quarterly basis.
  • Support in ensuring that key risk areas identified and are managed well.
  • High level capacity of analysis of complex information including government regulations, socio-political contexts, research reports, in depth risk analysis of Oxfam’s work and other relevant sources.

Programme Development

  • Ensuring production of quality assessments, baselines, concept notes and proposals with budgets.
  • Steer coherence and joined up approach across all the programme work to achieve greater impact and change.
  • Ensure exit strategy and sustainability of the impact achieved through national and regional advocacy and campaigning.
  • Ensuring updated stakeholder analysis and donor scanning informs the programme design decisions and management judgments.
  • Guide team members (country focal points) in development, and periodic evaluation of implementation/operational strategies of community-based programming.
  • Support the manager in proactively identifying and pursuing opportunities for programme development and growth in line with the Oxfam Strategic Goals

Representation towards and networking with stakeholders in the area of sustainable development and responsible investment.

  • Ensures Oxfam is represented in key venues that are leveraging influence and adding value to Oxfam’s work on the ground (Government or CSO platforms, multi stakeholder initiatives, etc).
  • Represents Oxfam towards donors and partners with regard to programme implementation when necessary. 
  • Extensive external networking and engagement.
  • Plans own work and in collaboration with partners, mobilising Oxfam’s and partners’ resources at best to achieve the strategic goals. 
  • Develops and maintains relations with strategic actors of the sector, within and outside the country, so as to build strategic and operational multi-stakeholder partnerships and alliances, including with Private Sector actors, and ensures effective coordination.

Financial Management and Budgeting

  • To assist in the preparation of budget for its programme on an annual basis and contribute in overall annual budgeting exercise.
  • To monitor actual expenditures as provided by Finance Section against budget forecasts and phasing and keep track of budget variances.
  • To ensure overall programme cost effectiveness and efficient utilization of funds.
  • Responsible for ensuring financial management controls are effectively practiced at all management tiers of the programme.
  • Applying and promoting budgetary transparency and accountability.

Skills and competencies

  • Master’s degree in development economics, agriculture, business or development studies and at least 5 years experience in the development sector, preferably working on sustainable livelihoods, food security, land rights and/or economic and social rights of rural poor.
  • Competence in Programme Cycle Management, Result Based Management and MEL systems, both for structural development programmes and humanitarian assistance.
  • Excellent understanding and proven experience of financial management, budgeting, and budgetary control systems.
  • Good and broad analytical skills and ability to translate analysis into concrete and effective programme strategies.
  • Competence in distance team coordination : demonstrable evidence of managing sizeable resources – people, budgets, material; including evidence of demanding high standards of performance and accountability while being fair in dealing with people and demonstrating through role modeling.
  • Competence in programme development Competence in capacity-building and organizational or institutional development of local organizations.
