Oxfam Hong Kong (OHK) is a member of Oxfam International and an independent development and relief agency based in Hong Kong.  It works with poor people regardless of race, sex, religion or politics in their struggle against poverty, distress and suffering.  OHK has worked in Vietnam since 1988. It has the following vacancy in its Vietnam Office.

Advertisement:    PROGRAMME ASSISTANT

OHK is currently seeking a Vietnamese Programme Assistant to be based in Hanoi with regular travel to field sites to support and assist the livelihoods and pro-poor markets programme teams in Vietnam. We are therefore looking for a highly motivated, committed, energetic person to help OHK make a significant impact on its programmeming work in Vietnam. 

Job Summary:
The successful candidate will be given challenging responsibilities to contribute to programme planning and provide programme support in managing the increased and varied workload in association with the new strategic plan: (i) Nghe An remains a significant strategic target area of Oxfam Hong Kong (OHK) with a newly opened field office; (ii) Daknong  has started with a multiple-year programme; (iii)  Quang Tri integrated community programme has been expanded; and (iv) Pro-Poor Markets (PPM) and Livelihoods (LLH) have been merged into one department under a single management of the Advisor and Programme Coordinator (detailed information about the job is written in the job description).

Key Competencies

Job Specific Competencies:
- Experience in an international organization and desire to develop programme management skills
- Experience of contributing to programme planning
- Experience in programme implementation and negotiation, monitoring & evaluation; including participatory approaches
- Experience in resource management e.g. people, finances, assets, etc.
- Good understanding and practical experience in application of equality issues/social inclusion
- Good understanding of rural development and gender issues in Vietnam
- University degree, preferably social science, livelihoods related or/and management
- Experience of working in one of the following; gender/diversity issues (including ethnic minorities), governance/rights based work and/or humanitarian response will be preferred
- Field experience working with community will be an advantage
- Strong written and spoken English and Vietnamese
- High level of IT competence in software, LAN, hardware
- Willingness to travel frequently to and stay at remote areas (30% to 50% of working time).

Gross Annual Salary Full Range: US$8,316 – US$10,724
