Background

The International Center for Tropical Agriculture (www.ciat.cgiar.org) is an international scientific organization engaged in research for development, capacity building and knowledge sharing towards more progressive and resilient tropical agricultural commodities, systems and landscapes in the developing world. CIAT is a member of the CGIAR Consortium (www.cgiar.org), a global research partnership for a food-secure future. It is also the lead/co-lead Center for CGIAR-wide programs on climate change, Big Data and bio-fortification. The Center operates in nearly 60 countries around the world, from its global headquarters in Cali (Colombia).

CIAT’s Asia regional program, based at its Hanoi (Vietnam) office, collaborates with over 80 institutional partners – national, local and international organizations including from public and private sectors -- across 18 countries in Asia. The Asia regional agenda currently covers: 1) adding value to cassava, 2) forages-livestock systems, 3) soils and landscapes, 4) climate change and ecosystem services, and 5) food systems and value chains. The regional team consists of approximately 80 staffmembers and visiting researchers, representing over 20 nationalities.

The Position

The Program Support Officer is a nationally recruited position belonging to CIAT Asia’s Regional Management Support (RMS) team, and under the direct supervision of the Director for Asia. His/her overall responsibility is to assist in securing and managing financial and other resources to support a fast-growing collaborative regional program.

Main Responsibilities

  • Manages databases and information systems to support CIAT Asia partnerships for resource mobilization.
  • Assists in identifying resource mobilization opportunities and in facilitating proposal development process, by working closely with research and administrative teams.
  • Coordinates administration of grants and contracts for research projects/services/products, including compliance with applicable institutional policies and procedures.
  • Serves as focal person (partnership for resource mobilization) to liaise with relevant staff/units in Asia and global headquarters.
  • Supports management of external communications and relationships with key donors, implementing partners and other stakeholders.

Key Qualifications

  • Bachelors’ degree related to any professional field in applied sciences, management and administration, and/or information and communication. Additional trainings and/or postgraduate studies relevant to the scope of work would be an advantage.
  • At least two years of work and other practical experiences in any combination of the following:
    • coordinate administrative/office/program support services,
    • collect, organize and share data and information to support management decision-making,
    • facilitate team-based processes in project planning/proposal development/ compliance with reporting requirements, and
    • assist in external communications with funding agencies, collaborating organizations and service providers.
  • Proven skills in the use of a wide range of work-related computer/digital/online tools and systems.
  • Prior exposure to an international, multi-cultural, team-based work environment in a science/technology/development-oriented sector.
  • Excellent English communication skills, both oral and written.
  • Willingness to work under flexible, extended time periods and ability to deliver outputs with tight deadlines.

Terms of Employment

The position is limited to applicants with Vietnamese nationality or legal permanent/temporary residence in the country. Contracts are issued and renewed annually, based on performance and availability of resources, including an initial three-month probation period.
