Program Quality Manager

CARE in Vietnam is a Non-Government Organization representing the CARE International network. CARE in Vietnam is a creative and dynamic organization, working with Vietnamese partners in the sectors of health, rural development and disaster mitigation and preparedness.

CARE is seeking an experienced and qualified Vietnamese national to fill the Program Quality Manager.

Position information:
Position title:          Program Quality Manager
Reporting to:          Deputy Country Director - Program
Contract:               Eighteen (18) month contract with high potential for extension
Based in:               Hanoi with travel to HCMC and project sites

Summary of Job: The Program Quality (PQ) Manager is responsible for supervising the Program Quality Team (PQT) and, in collaboration with the Deputy Country Director – Program (DCD-P), provides guidance and leadership on matters of program quality.  The PQ Manager assists in program development and coordinates the provision of technical support for CARE Vietnam programs.  The PQ Manager is a senior member of the CARE Vietnam Program team, contributing to strategic programmatic processes.

Main Duties:
- Program Development and Direction Setting
- Participate in new proposal development, in coordination with DCD-P and Program Coordinators.
- Promote the ongoing development of the program approach within CARE Vietnam.

Program Quality
Manage the PQT to:
- Enhance technical quality of program and project design.
- Upon request, provide technical support to program staff in the implementation of project activities.
- Examine program implementation and assess possible improvements based on lessons learned, best practices, technical advances, etc.
- Develop tools/methodologies to enhance program quality.

Provide technical support to:
Partnerships: manage the implementation of CARE Vietnam’s Partnership Strategy through: training and sensitization with program staff, designing tools to support a partnership approach and facilitating capacity-building of staff.
Program Approach: In coordination with the DCD-P, assist CARE Vietnam to move forward with the program approach.
Gender and Women’s Empowerment: In coordination with the Gender Coordinator and DCD-P, support the update and further implementation of CARE Vietnam’s Gender Strategy, incorporating considerations for women’s empowerment programming.
Policy: contribute to policy dialogue and development.

Working collaboratively with DCD-P, Program Coordinators and MEI Coordinator to:
- Where possible, ensure CARE’s Programming Principles, in particular gender and rights-based approaches, are incorporated into project design and implementation.
- Ensure that all projects adhere to CARE’s Project Standards and Monitoring and Evaluation Minimum Standards.
- Support evaluations and ensure that lessons learnt are being documented to maximize the impact of CARE’s projects and contribute to future program strategy and direction.
- Increase the sharing of lessons learned across programs.
- Plan and facilitate Quarterly Program Meetings (QPMs) for CARE Vietnam project managers and program coordinators.

Staff Management
- Manage all PQT staff performance through coaching/mentoring and on the job training where appropriate.
- Provide appropriate and timely feedback regarding staff annual performance objectives, including timely implementation of the annual staff appraisal system.
- Ensure PQT staff are sufficiently oriented to CARE Vietnam prior to commencement of their work. 

Coordination:
- Encourage overall program cohesion through coordination and information sharing with and between all key staff.
- As directed/requested by the CD and/or DCD-P, represent CARE Vietnam at CARE regional meetings or at inter-agency fora.

Selection Criteria
- University graduate.
- At least 5 years experience designing and managing development programs in Vietnam, including experience in supervising staff, as well as finance and resource management.
- Demonstrated strong leadership skills: interpersonal skills, sound judgment, planning, team building and facilitating skills.
- Strong presentation skills
- Highly developed analytical and communication skills, including excellent oral and written English communication skills.
- Competence in using information technology including experience with word-processing, spreadsheets and database software.
- Willingness and capacity to travel nationally and internationally as needed.
- Proven track record of quality performance in highly pressured environments.
- Excellent English and Vietnamese written and verbal communication skills
