Program Finance Officer

Orbis is a non-profit organization based in New York Orbis that works to prevent and treat blindness through hands-on training, public health education, and improved access to quality eye care, advocacy and partnerships with local health care organizations. Since 1982, Orbis has been a pioneer in global eye health, and
has worked in 92 countries. Orbis story began with our Flying Eye Hospital, a fully-equipped mobile teaching hospital. We have long-term programs in countries including Bangladesh, China, Ethiopia, India, South Africa, Vietnam and Zambia – with additional programs in parts of Latin America and the Caribbean. In Vietnam, Orbis has been working in Vietnam since 1996.

To support the expansion of ORBIS’s programs in Vietnam and the growing of the organization, we are seeking an experienced and qualified Vietnamese national candidates to fill the position of Program Finance Officer based in Hanoi Office.

Main responsibilities:

Report to Finance and Operations Manager, the Program Finance Officer will support the Program Managers in managing, monitoring and implementing project budget, expenditure, financial processes and partner compliance to ensure effective and adequate financial management in accordance with Orbis' policy and donor regulations. She/he maintains complete and accurate financial records to ensure all transactions comply with the finance and accounting system, policies and procedures of Orbis and donors, with general accounting practices and legal requirements.

It is part of the job to review the accounting information and supporting documents processed by the accountants/finance officer such as recording income and expenses, and fulfilling tax obligations.

In addition to which, the Program Finance Officer is also expected to identify trends and opportunities contributing to the overall country finance objectives of continuous improvement of processes and systems, analyze and manage risks, arrange project cost allocations and financing of operations and enforce compliance.

Qualifications and Experience:

  • Bachelor's degree in Finance and Accounting, Business Management, Business Administration, or in relevant fields. ACCA qualification or equivalent is preferred.
  • Thorough understanding of international and local finance and accounting standards.
  • Good knowledge of fund accounting including reporting requirements of major Bi-lateral Aid Agencies
  • At least 7 years of practical experience in finance and accounting management position with strong administrative skills and a proven track record of leadership.
  • Experience in implementing and monitoring the compliance of finance and accounting system, policies and procedures, preferably in the context of an international organization.
  • Ability to communicate effectively both in written and oral in Vietnamese and English, using generally accepted correspondence and report formats;
  • Proven good skills in report writing with research and analytical capacity, ability to synthesize project outputs and relevant findings for the preparation of quality project reports;
  • Ability to manage multiple tasks and projects;
  • Excellent time management abilities.
  • Consistently approach work with energy and a positive, constructive attitude.
