Environment and Development Action in the third world (ENDA-TIERS MONDE) headquartered in Dakar, Senegal. Enda is an association of autonomous entities coordinated by an Executive Secretariat. enda's missions are to collaborate with grassroots groups in search of alternative development models, to enhance the knowledge and tools existing in local development efforts. In other words, enda identifies and supports community development initiatives to improve living and environmental conditions.
Environment and Development Action in Viet Nam (enda Vietnam) is the Vietnamese antenna of enda Tiers Monde, operating in different provinces/cities in Viet Nam since 1995. Our target beneficiaries are the urban poor. The area of specialization are: community savings and Community Development Fund (CDF), slum upgrading, community-based solid waste system management, environment awareness, support private waste collectors and scavengers, housing for low-income people, network of communities and cities. The current project areas are Hanoi, Da Nang, Quy Nhon, Ha Tinh, Kon Tum and Ho Chi Minh City.
Currently, enda Viet Nam is implementing project “Support for social inclusion and social protection of workers in the informal economy and of vulnerable groups at community level in Ho Chi Minh City” from July 2011 to December 2013. The project aims in improving social inclusion and ensuring a sustainable access to a more adequate social protection system for Informal Waste Pickers and Recyclers (IWPRs) in HCMC to improve the working conditions of the IWPRs, reducing risk factors on health and to improve the access to health insurance and services for IWPRs at local level. The project is looking for qualified candidates for the position of Program Coordinator with following information:
 
Working conditions
Full-time position: 40 hours/week
Based in Ho Chi Minh City, a few in-country travels and travel abroad per year for workshop/ meetings. 
   
Primary and Key Roles and Responsibilities:
The Program Coordinator will oversee coordination and organization of all activities of the project “Support for Social inclusion and social protection of workers in the informal economy and of vulnerable groups at community level” in Viet Nam. He/she will lead facilitation of planning, implementing, monitoring and evaluation of the project with stakeholder’s participation by participatory tools. He/she will be responsible for effective execution of the project to achieve the project objectives efficiently and sustainably. He/she also will take one of the key duties to ensure effective and smoothly communication and sharing experience among the stake holders inside and outside Viet Nam as well as with enda Europe and donors.

QUALIFICATIONS

The following qualifications are requested:
- University degree in related areas (sustainable environment/waste management, social work, community-based development, public health and others)
- At least 5 year working experience in INGO’s and /or development agencies in Viet Nam
- Strong knowledge of project management tools & techniques, significant experience in management of community development project which applied bottom – up/participatory approaches
- Very good skills in communication, negotiation, planning & organization
- Reliable and dynamic personality with high social competence and good team spirit
- Fluent Vietnamese and English
- Familiar with MS office, internet and e-mail.

The following qualifications would be appreciated:
- Experience in projects/programs co-funded by the European Commission
- Knowledge and experience in fund raising, lobby, advocacy and networking, especially for informal waste collectors and recyclers
- Familiar with issues of  urban poor and migrants, especially issues of community-based solid waste management and waste recycling systems for low-income  people;
- Knowledge and experiences in public health support, self -help groups, micro-finance  would be the advantage
- Experience in management and coordination of multi – components and or  integrated community development project/program
- Experience in enhancing capacities of project staff and partners,
- Ability to identify and solve conflicts
- Very good writing skills and methodological approach.
