To achieve impact, PATH Viet Nam works across the public and private sectors and focuses on sustainable, system-level changes.

PATH is implementing a United States Agency for International Development (USAID) project entitled Healthy Markets with an overall goal to grow a viable commercial market for HIV related goods and services – such as condoms, HIV testing and counseling and sterile needles and syringes – that is capable of meeting the needs of populations facing the greatest risks. The expected program will include a network of complementary partners to bring about changes that result in strengthened local leadership and capacity for comprehensive and effective programming and social marketing of critical HIV goods and services.

PATH is seeking a Private Sector Advisor, based in Hanoi, Vietnam, who will be responsible for providing capacity building and strategic technical assistance to an ambitious program designed to create sustainable markets for HIV goods and services.  The Private Sector Advisor will be charged with applying and adapting international best practice in public-private partnerships, marketing and behavior change, and advising on successful approaches to create sustainable markets for low cost public health goods for vulnerable populations.  S/he will provide support to the Healthy Markets project leadership, national government, and private sector networks, to shape and secure viable markets for HIV goods and services. The Private Sector Advisor will provide strategic advisory guidance and recommendations to the Chief of Party and project Team Leaders on leveraging commercial sector investment in HIV good and services, and will help coordinate an advisory group designed to help grow the private sector’s investment in HIV goods and services. The Private Sector Advisor will fulfill the following duties and responsibilities:

  • Provide advice to project team, government, private sector partners and other stakeholders to develop a technical strategy on public-private partnership and market sustainability for HIV goods and services for vulnerable populations in Viet Nam;
  • Map, identify and forge select strategic private sector partnerships;
  • Generate private sector support for project objectives through corporate social responsibility funds, investment and through shared values;
  • Lead development of the Innovations Fund including defining fund terms, selection of Fund board and implementation; generate additional resources for the Innovations Fund though returns and investment;
  • Develop expertise in, and advise project on the role and potential of social enterprise in advancing its mission;
  • Coordinate the Market Growth Advisory Board, work closely with co-chairs, develop meeting content and communicate with members;
  • Support/advise on marketing for private sector partners (manufacturers, distributers, private health care providers);
  • Advise on and coordinate pubic relations events including fundraisers, events to recognize supporters, etc.;
  • Represent project and make presentations at professional meetings and conferences;
  • Remain informed/build knowledge base on relevant PPP models that could be applied to Vietnam;
  • Perform other related duties as assigned.

Required Skills

  • Proven technical leadership in market analysis, sales, communication, fund management, and/or supply chain management, plus track record in brokering relationships with the private sector;
  • Public relations expertise including organising and communicating around events;
  • Demonstrated experience providing capacity building to staff and partners;
  • Sensitivity to cultural differences and understanding of the political and ethical issues surrounding HIV infection;
  • Ability to manage multiple tasks, consultants, set realistic priorities, and plan for the successful implementation of programs;
  • Ability to work well with others and to develop and maintain compatibility among project staff, subcontractors, consultants, and recipients of assistance;
  • Well-developed written and oral communication skills;
  • Ability to travel up to 30% of time.

Required Experience

  • Advanced degree in communications, marketing, business, economics, public health, or bachelors’ degree with equivalent experience;
  • At least 7 years experience in trade, marketing, business administration or public relations;
  • Experience working in an international NGO environment desirable;
  • Experience must reflect knowledge, skills and abilities listed above.
